What is the standard temperature for heating in Yantai?

The weather is getting colder and colder, and the pace of heating is getting closer and closer. The reporter learned from the Municipal Urban Management Bureau that the Measures for the Administration of Heating in Yantai City (hereinafter referred to as the Measures) has been implemented since June 5438+065438+ 10/day, 2022, focusing on the hotspots of people's livelihood and making a number of revisions to safeguard the legitimate rights and interests of both heating parties and promote the orderly development of heating.

Recently, the Municipal Urban Management Bureau has interpreted the main contents of the Measures in response to issues of public concern.

The original "Measures for the Administration of Central Heating in Yantai City" stipulated: "When the outdoor temperature is not lower than -6℃ during the heating time, the temperature of the bedroom, living room (hall) and dining room of users without heat metering device should not be lower than 16℃."

The new "Measures": "When the outdoor temperature is not lower than the minimum design temperature (C) of the heating system, the building envelope conforms to the heating design specifications and standards at that time, and the indoor heating system operates normally, the heating enterprise shall ensure that the temperature of the user's bedroom and living room is not lower than 65438±08°C during the heating period.

The original "Urban Residential Heating Contract" stipulated: "In order to ensure that the room temperature reaches the specified standard, if the number of households paying the heating fee in that year did not reach 70% of the number of households in this unit, no heating will be provided."

The new "Measures": If the heat consumption ratio of the whole residential area and the heat consumption ratio of the user's unit or high-rise heating district reaches 50% or more, the heating enterprise will normally supply heat; The occupancy rate of existing residential quarters is basically high. Only when the heat consumption ratio of the user's unit or high-rise heating partition reaches 50% or above, heating enterprises will supply heat normally.

The indoor heating temperature standard is determined to be not lower than 18℃.

In 2002, "Measures for the Administration of Central Heating in Yantai City" was promulgated, covering Zhifu District, lai shan District, Fushan District, Muping District and Economic and Technological Development Zone. In order to further coordinate the city's central heating management, the scope of application of the Measures is adjusted to "within the administrative area of this Municipality", including all districts (cities) under the jurisdiction of Yantai City.

The "Measures" follow the "Shandong Province Heating Regulations", which stipulates: "When the outdoor temperature is not lower than the minimum design temperature (C) of the heating system, the building envelope conforms to the heating design standard at that time, and the indoor heating system operates normally, the heating enterprise shall ensure that the temperature of the user's bedroom and living room is not lower than18 C during the heating period. If there are other provisions in the heat supply contract, such provisions shall prevail. "

The original "Measures for the Administration of Central Heating in Yantai City" stipulated: "When the outdoor temperature is not lower than -6℃ during the heating time, the temperature of the bedroom, living room (hall) and dining room of users without heat metering device should not be lower than 16℃." Considering the extensive application of energy-saving buildings, energy-saving renovation of existing buildings and building insulation materials in recent years, people's requirements for living comfort have been significantly improved.

The "Measures" stipulate: "If users think that the indoor temperature is not up to standard, they can ask the heating enterprises to carry out temperature testing, and the heating enterprises should carry out testing in accordance with relevant national and provincial regulations and standards within 24 hours after receiving the temperature testing requirements. If there is any objection to the indoor temperature test results, the dissenting party may entrust a statutory testing institution to conduct the test, and the testing expenses shall be borne by the responsible party. "

At the same time, the "Measures" made detailed provisions on indoor temperature detection: "Indoor temperature detection should be carried out in accordance with the following requirements: it should be carried out when the heating system is in normal operation. Use the testing instruments qualified by legal metrological verification institutions, and the temperature measuring time is 7:00- 10:00 and15: 00-20: 00; The instantaneous state of the measurement environment shall be recorded; Should be carried out after the doors and windows are closed and the room temperature is stable for 30 minutes; The temperature measuring point should choose the height of the center position (diagonal intersection) of the room to be measured from the ground; When testing, the heat sink should be uncovered; Sensors should avoid the interference of direct sunlight or other cold and heat sources; Inspectors should not walk around while reading. Among them, the setting of temperature measurement time considers avoiding the noon time with the highest temperature and measuring temperature at a time node convenient for users. "

In view of the problem that the heating temperature is not up to standard, the new "Measures" stipulates: "If the indoor temperature is not up to standard due to the reasons of heating enterprises, the heating enterprises shall take measures to ensure that the heating temperature reaches the specified standard. From the date when the user applies for temperature measurement to the date when the heating temperature of the heating enterprise reaches the standard, the number of days when the temperature does not reach the standard is calculated every 24 hours. Heating enterprises shall refund the fees according to the following standards: if the indoor temperature of users is higher than or equal to 16℃ and lower than 18℃, 20% of the fees for unqualified days will be refunded; If the indoor temperature of the user is higher than or equal to 14℃ and lower than 16℃, 50% of the cost of unqualified days will be refunded; If the indoor temperature of the user is lower than 14℃, 100% of the unqualified days will be returned. If there are other provisions in the heat supply contract, such provisions shall prevail. The heating enterprise shall refund the failure of temperature measurement before the commitment date, or offset the cost of the next heating period. "

The proportion of heat consumption was reduced from 70% to 50%.

Many residential quarters, especially newly-built residential quarters, have fewer households. The original "Urban Residential Heating Contract" stipulates: "In order to ensure that the room temperature reaches the specified standard, if the number of households paying the heating fee in that year does not reach 70% of the number of households in the unit, no heating will be provided." The new "Measures" comprehensively considers various situations and stipulates: "The newly-built residential district has the conditions of grid-connected heating, and if the heat consumption rate of the district, unit or high-rise heating area reaches 50% or above, and central heating is needed, heating enterprises shall provide heating and meet the heating standards. If the proportion of heat used in residential areas, units or high-rise heating areas is less than 50%, heating can only be provided after consultation between heating enterprises, development and construction units and users. The proportion of heat used in existing residential units or high-rise heating areas reaches more than 50%. If central heating is needed, heating enterprises will provide heating and meet the heating standards. If the proportion of heat used by units or high-rise heating areas is less than 50%, heating can only be provided after the heating enterprises and users reach an agreement. "

That is, if the heat consumption ratio of the whole residential area and the heat consumption ratio of the user's unit or high-rise heating partition reach 50% or more, the heating enterprise will supply heat normally; The occupancy rate of existing residential quarters is basically high. Only when the heat consumption rate of the user's unit or high-rise heating partition reaches 50% or above, the heating enterprises will supply heat normally. If the proportion of heat used in newly-built residential quarters, units or high-rise heating areas is less than 50%, it is necessary for heating enterprises, development and construction units and users to reach an agreement through consultation before signing a heating agreement on specific heating conditions and requirements. Under the premise of ensuring the normal operation of the heating system, the heat can be provided to users to the maximum extent to meet the heat demand of residents.

"Looking up to the sky to warm up" has become the norm

The new "Measures" embodies the people-oriented heating concept. In recent years, our city has established a winter heating preheating system, which starts preheating by "watching the weather" and delays stopping heating in due course. This method can not only eliminate the leakage and make-up of the heating system in advance, strengthen the balanced debugging, ensure that the heating reaches the standard after the legal heating period begins, but also actively cope with the low temperature weather and "late spring cold" that may come in advance, which is widely welcomed by residents. Of course, because it involves the operating costs of enterprises and energy conservation and emission reduction, premature heating or blindly extending the time limit may cause unnecessary energy waste and increase the heating cost. Therefore, the Measures stipulate: "The heating period of urban areas (Zhifu District, Fushan District, lai shan, Muping District, Development Zone and High-tech Zone) is 1 1.65438 per year. Other district (city) people's governments may determine the heating period within their respective administrative areas according to local conditions. City, district (city) people's government can appropriately extend the heating time according to meteorological conditions and announce it to the public. Heating enterprises shall not delay or end heating in advance. "

Central heating in our city started earlier, and it has been more than 30 years since the late 1980s. There are many problems such as aging pipes, series connection, insufficient external wall insulation and poor window sealing. In order to change this situation and further improve the heating quality, it is necessary to reform the household heating system and the building envelope. Therefore, the "Measures" stipulates: "On the basis of soliciting users' wishes, we will co-ordinate the implementation of the renovation of user-owned heating facilities and the energy-saving renovation of building envelope to improve the quality of heating. "

In addition, the "Measures" also clearly stipulate the requirements for prohibiting users from using heat. Users should correctly use and maintain their own heating facilities, and must not have the following acts that hinder the normal operation of heating facilities: installing drain valves, exhaust valves or heat exchange devices on indoor heating facilities without authorization; Altering heating pipelines, installing pipeline pumps, adding radiators or changing the nature and mode of heat use without authorization; Unauthorized discharge of hot water from the heating system; Unauthorized increase in heat area; Open the heating facilities without authorization; Other acts that hinder the normal operation of heating facilities.
