Chapter 1 General Provisions Article 1 In order to strengthen the defense against meteorological disasters, avoid and reduce losses caused by meteorological disasters, and protect the safety of people's lives and property, in accordance with the Meteorological Law of the People's Republic of China and the Meteorological Law of the People's Republic of China, Disaster Prevention Regulations" and other relevant laws and regulations, these regulations are formulated based on the actual conditions of the province. Article 2 Those who engage in meteorological disaster prevention activities within the administrative region of this province must abide by these regulations. Article 3 Meteorological disasters as mentioned in these Regulations refer to heavy rain, blizzard, strong wind, thunder and lightning, hail, fog (haze), high temperature, drought, sand and dust (blowing sand, floating dust, sandstorm), cold wave, severe cold, frost, low temperature and cold damage and disasters caused by typhoons. Article 4 Meteorological disaster prevention work implements a working mechanism of government leadership, departmental linkage, classified guidance, and social participation. Article 5 The people's governments at or above the county level shall strengthen the organization, leadership and coordination of meteorological disaster prevention work, incorporate meteorological disaster prevention work into the national economic and social development plan, and include the required funds in the fiscal budget of the same level, and according to the economic and social development and meteorological disaster prevention work. Article 6 Meteorological authorities at or above the county level are responsible for meteorological disaster prevention work such as monitoring, forecasting, early warning, risk assessment, climate feasibility demonstration, lightning protection and artificial weather modification operations within their respective administrative regions.
Relevant departments of the people's governments at or above the county level shall, in accordance with the division of responsibilities, jointly carry out meteorological disaster prevention work within their respective administrative regions. Article 7 People's governments at all levels and relevant departments shall take various forms to publicize laws and regulations on preventing meteorological disasters, popularize knowledge on preventing meteorological disasters and reducing disaster losses, organize and carry out emergency drills, and improve the public's awareness and ability of disaster prevention and reduction. .
Citizens, legal persons and other organizations have the obligation to participate in meteorological disaster prevention work and carry out self-rescue and mutual rescue after the occurrence of meteorological disasters. Chapter 2 Prevention Article 8 People's governments at or above the county level shall organize meteorological and other relevant departments to conduct a general survey of the types, frequency, intensity and losses caused by meteorological disasters within their respective administrative regions, and establish a meteorological disaster database. Carry out meteorological disaster risk assessment, delineate meteorological disaster risk areas, set up warning signs and announce them based on the distribution of meteorological disasters and meteorological disaster risk assessment results. Article 9 Meteorological disaster risk assessment shall include the following contents:
(1) Analysis of the history and current situation of meteorological disasters;
(2) Assessment of meteorological disaster risks and degree of danger;< /p>
(3) Countermeasures and measures to prevent or mitigate the impact of meteorological disasters;
(4) Conclusions on meteorological disaster risk assessment. Article 10 The people's government at or above the county level shall organize relevant departments to prepare a meteorological disaster prevention plan for the administrative region based on the meteorological disaster prevention plan of the people's government at the next higher level, combined with the characteristics of local meteorological disasters and risk assessment results, and prepare a meteorological disaster prevention plan based on the changes in meteorological disasters. The situation is revised in a timely manner.
Meteorological disaster prevention planning mainly includes the following contents:
(1) The guiding ideology, principles, goals and tasks of meteorological disaster prevention;
(2) Meteorological Prediction, estimation and assessment of disaster status and development trends;
(3) Meteorological disaster-prone areas and key defense areas;
(4) Meteorological disaster defense standards;

(5) Meteorological disaster prevention projects, measures and implementation plans;
(6) Construction and management of meteorological disaster prevention facilities;
(7) Laws and regulations Other content as specified. Article 11 Meteorological authorities at or above the county level shall, in conjunction with the relevant departments of the people's government at the same level, formulate meteorological disaster emergency plans based on the meteorological disaster prevention plan and actual needs, submit them to the people's government at the same level for approval before issuance and implementation, and report to the superior meteorological authority Filing.
The meteorological disaster emergency plan mainly includes the following contents:
(1) Meteorological disaster emergency organization and command system and its responsibilities;
(2) Meteorological disaster prevention and Early warning mechanism;
(3) Meteorological disaster emergency plan activation and response procedures;
(4) Meteorological disaster emergency response and safeguard measures;
(5) Post-disaster recovery and reconstruction measures, etc. Article 12 Relevant departments of the people's governments at or above the county level shall conduct climate feasibility studies and comprehensively consider the climate in major national construction projects, major regional economic development projects, large-scale solar energy, wind energy and other climate resource development and utilization projects, as well as in the preparation of urban and rural planning. feasibility and risk of meteorological disasters, and to avoid and mitigate the impact of meteorological disasters. Article 13: Meteorological authorities at or above the county level, under the leadership of the superior meteorological authorities and the people's government at the same level, organize and manage the climate feasibility demonstration work within their respective administrative regions.
The climate feasibility demonstration method shall be formulated separately by the Provincial People's Government. Article 14 People's governments at or above the county level shall strengthen the construction of meteorological disaster prevention infrastructure and incorporate the construction of such facilities into the overall urban and rural construction plan. Article 15 People's governments at or above the county level shall organize relevant departments to build and improve meteorological disaster comprehensive monitoring, forecasting and warning, information release and other defense facilities in accordance with the meteorological disaster prevention plan. Article 16 New construction, reconstruction, and expansion construction projects shall avoid affecting the use of meteorological disaster prevention facilities.
If it is truly unavoidable, the construction unit shall reach consensus with the facility management agency and take relocation, reconstruction or other necessary measures to ensure the normal use of the facility.
