The meeting of the Standing Committee of the Political Bureau of the CPC Central Committee on March 4 emphasized that transportation must be the first to bring economic and social development back on track as soon as possible. Previously, the official website of the Ministry of Transport issued the "Notice on scientifically ensuring urban and rural road transport services during epidemic prevention and control by zoning and grading" on February 28, requiring all provincial transportation authorities to lead the local epidemic prevention and control work mechanism. Next, according to the list of low-risk, medium-risk, and high-risk counties (cities, districts, and banners) within the jurisdiction, the zoning and hierarchical control requirements will be implemented, and road passenger transport, urban bus transportation (including urban rail transit) and taxis will be restored in an orderly manner. These 35 cities include: Beijing, Tianjin, Shijiazhuang, Taiyuan, Hohhot, Shenyang, Dalian, Changchun, Harbin, Shanghai, Nanjing, Hangzhou, Ningbo, Hefei, Fuzhou, Xiamen, Nanchang, Jinan, Qingdao , Zhengzhou, Wuhan, Changsha, Guangzhou, Shenzhen, Nanning, Haikou, Chongqing, Chengdu, Guiyang, Kunming, Xi'an, Lanzhou, Xining, Yinchuan and Urumqi.
Five cities are the first to bear the brunt: On March 4, Shanghai, Nanjing, Xiamen, Jinan, and Xining became the first cities where the intensity of intra-city travel in 2020 was higher than the same period in 2019. Since the resumption of work on February 10, the intra-city travel intensity of these five cities has been on a weekly basis, with a clear upward trend month-on-month.
This is due to the fact that cities have taken active measures to smooth traffic and promote the resumption of work and production based on the epidemic situation in their regions. These measures include chartering buses for people returning to work to return to work, customizing dedicated commuter lines for public transportation, establishing a QR code system for epidemic prevention registration for passengers on taxis, subways, buses, trams and ferries, and gradually shortening the departure time of public transportation. Caocao Travel also provides flexible and diverse service models such as shared seat charters, reservation orders, real-time orders, etc. to provide employees with commuting guarantee for enterprises that have resumed work. Affected by the epidemic, travel intensity has been delayed due to holidays and staggered returns to work, and the time span of travel flow has been further lengthened.
