Regulations of Fushun Municipality on Prevention of Meteorological Disasters

Article 1 In order to prevent meteorological disasters, avoid and reduce losses caused by meteorological disasters, ensure the safety of people's lives and property, and promote the economic and social development of our city, these Regulations are formulated in accordance with the Meteorological Law of People's Republic of China (PRC), the Regulations on the Prevention of Meteorological Disasters of the State Council, the Regulations on the Prevention of Meteorological Disasters of Liaoning Province and other relevant laws and regulations, combined with the actual situation of this Municipality. Article 2 These Regulations shall apply to meteorological disaster prevention activities within the administrative area of this Municipality.

Meteorological disasters as mentioned in these Regulations refer to disasters caused by rainstorm, blizzard, lightning, gale, fog, haze, low temperature, frost, cold wave, high temperature, drought, hail, typhoon and sandstorm.

The provisions of relevant laws and regulations shall apply to the prevention of derivative and secondary disasters caused by meteorological factors such as floods and droughts, geological disasters, forest fires, pests and diseases, environmental pollution and epidemics. Article 3 The people's governments of cities and counties (districts) shall strengthen the organization, leadership and coordination of meteorological disaster prevention, establish and improve meteorological disaster prevention mechanisms, build and maintain meteorological disaster prevention infrastructure, organize meteorological disaster emergency response, support scientific and technological research, technological innovation and popularization and application of meteorological disaster prevention, and incorporate meteorological disaster prevention into the national economic and social development plan and the government's comprehensive evaluation system at the corresponding level, and the required funds shall be included in the fiscal budget at the corresponding level. Article 4 The competent meteorological departments of cities and counties (districts) shall be responsible for the monitoring, forecasting, early warning and evaluation of meteorological disasters within their respective administrative areas, as well as the supervision, management and services of meteorological disaster prevention such as climate feasibility demonstration and weather modification.

The county (District) people's government that has not established the competent meteorological department shall clearly undertake the specific working institutions for meteorological disaster prevention, and carry out the work under the guidance of the municipal competent meteorological department. Article 5 The competent meteorological departments and their subordinate meteorological stations shall improve the disastrous weather forecasting system, strengthen the research on meteorological monitoring, forecasting and early warning technology, strengthen the comprehensive application of modern information technology and meteorological science, and improve the accuracy and timeliness of disastrous weather forecasting and early warning.

The emergency management department shall do a good job in the safety supervision and management of industrial and mining enterprises and industrial parks against lightning, rainstorm and flood, and wind disasters. , and urge them to do a good job in the investigation and rectification of potential safety hazards; Organize emergency treatment and rescue of meteorological disasters, forest fires and production safety accidents.

Urban and rural construction departments should organize the prevention of urban waterlogging, dredge the drainage pipe network, scientifically set water level warning lines and warning signs in bridges, culverts and low-lying places, equip with temporary emergency equipment such as pumps and drainage vehicles, and organize emergency treatment of urban waterlogging; Supervise the investigation and rectification of wind hazards such as buildings, structures and their attachments, outdoor advertising plaques, etc.

Agricultural departments should organize business entities to do a good job in the prevention, emergency disposal and post-disaster agricultural production recovery of meteorological disasters such as wind and hail disasters, heavy rains and floods, cold waves, blizzards and other crop diseases and insect pests; Explore the insurance mechanism of agro-meteorological disasters to meet the demand.

The transportation and public security departments shall set warning signs on the road sections prone to meteorological disasters such as haze and fog, and do a good job in traffic guidance, dispatching and control when meteorological disasters occur. The water department should do a good job in the construction of flood control facilities such as rivers, reservoirs, dikes and dams, reinforce dangerous reservoirs, and regularly carry out inspections and other flood control and disaster prevention work on important dangerous sections such as dikes and key areas for prevention and control of soil erosion; Organize, coordinate and guide flood control and drought relief, urban flood control and do a good job in the prevention of disasters such as heavy rain, drought and mountain torrents.

The natural resources department shall regularly inspect the geological disaster-prone areas and key forest areas, and do a good job in flood control, forest fire prevention and forest pest prevention.

Other relevant departments and units shall, in accordance with their respective responsibilities, do a good job in meteorological disaster prevention. Sixth township (town) people's governments and sub-district offices shall establish meteorological information service stations, equipped with meteorological assistants to undertake the dissemination of meteorological early warning information; Publicity and consultation on meteorological science popularization and knowledge of disaster prevention and reduction; Meteorological disaster collection and reporting; Daily operation and maintenance of meteorological disaster prevention facilities and business platforms such as local automatic weather stations and rural emergency broadcasting systems; Information collection and reporting of local meteorological disaster-prone areas and key units. Article 7 The management units of communities, neighborhood committees, schools, hospitals, shopping malls, stations, industrial and mining enterprises, construction sites, tourist attractions and other crowded places shall designate meteorological information officers to be responsible for the daily operation, maintenance and fault reporting of facilities for receiving and broadcasting meteorological disaster early warning information, so as to ensure the online use of meteorological disaster emergency broadcasting system; Responsible for early warning information transmission, emergency contact, knowledge propaganda, disaster investigation and report. Article 8 The people's governments of cities and counties (districts) shall organize competent meteorological departments to carry out general survey of meteorological disasters in conjunction with relevant departments, conduct meteorological disaster risk assessment according to the types of meteorological disasters, and delimit meteorological disaster risk areas. According to the meteorological disaster prevention plan of the people's government at the next higher level, combined with the characteristics of meteorological disasters in the region, the results of risk assessment and the trend of economic and social development, the meteorological disaster prevention plan at the same level was compiled.

Meteorological disaster prevention planning should be used as an important basis for the preparation of urban and rural planning and overall land use planning.

The site selection and construction of major infrastructure projects shall meet the requirements of meteorological disaster prevention planning.
