Our bureau has implemented 1 provincial land consolidation project, 1 municipal investment project and 2 county-level investment self-occupation and compensation balance projects; It is planned to implement 2 provincial-level investment projects, 2 municipal-level investment projects 1 project, and 2 water-damaged reclamation projects with a subsidy fund of 3,929,800 yuan; It is planned to apply for six county-level self-seeking, occupation and compensation balance projects. The total scale of land development, consolidation and construction is17541.59 mu, with an estimated total investment of 2,265,364,600 yuan and an estimated increase of cultivated land18,587.66 mu. At present, these four land consolidation projects have been completed and verified by the provincial land consolidation affairs center, and are waiting for the final inspection by the provincial office. Three land consolidation projects, namely Gantang Town, Shi Tian Town and Shabachang Township, which are invested by provincial projects, are about to start construction. The land development and reclamation work in the first half of this year is briefly reviewed and summarized as follows:

First, strengthen leadership, responsibility to people.

(A) the implementation of institutional responsibility system

At the beginning of the year, our bureau signed a letter of responsibility with the land consolidation center and the grass-roots land and resources management office, linking the land consolidation task with the morality, ability, diligence and performance of the center and staff, and implementing the land consolidation work throughout the county.

At the beginning of March, with the consent of the main leaders of XX county party committee and county government and relevant departments, our bureau divided the original XX county land consolidation affairs center into XX county land consolidation center and XX county land acquisition office, adjusted the staff and defined the job responsibilities. At the beginning of April, the new organization began to operate.

(2) Strengthen the internal management of the center.

Second, widely publicize and raise awareness.

Our bureau makes full use of television, radio, newspapers, blackboard newspapers, slogans, propaganda vehicles, pictorial, forums and other forms to widely publicize the importance of land development and consolidation, realize the balance of cultivated land occupation and compensation, and play an important role in alleviating the contradiction between people and land in our county, promoting local economic development, consolidating the basic position of agriculture and enhancing the stamina of agriculture. Strengthen the basic national policy concept of land of the broad masses of cadres and people in the county, and further improve the strategic significance of the whole society to land development and consolidation.

Third, be pragmatic and pay close attention to implementation.

This year, our bureau overcame many factors such as shortage of funds, weak technical force and heavy tasks, and with the strong support of party and government departments at all levels, agricultural water conservancy and other relevant departments, raised funds in various ways to do a good job in balancing the occupation and compensation of cultivated land.

(1) Completion acceptance project

The provincial land consolidation project invested by Qilong Township 1 unit, the municipal land consolidation project invested by Changling Town 1 unit, and the county-level land consolidation projects invested by Jiangzhi Town and Xinning Town. The total scale of land development, consolidation and construction is 52,760.85 mu, with an estimated total investment of 612,224.60 yuan and an estimated 55,532 mu of new cultivated land.

1.XX county qilong township land consolidation project

It is a provincial investment project, approved by the Provincial Department of Land and Resources in 2007, with a construction scale of 13435.20 mu and a total investment of187587600 yuan. It is estimated that the newly-increased cultivated land will be 13785 mu, and the construction period will be 6 months. It involves Liujiaba Village, Shahe Village and Hulujing Village. The main contents of the project include: land leveling, farmland water conservancy project, road project, forest network project, etc. The project was completed at the end of May this year and passed the verification of the Provincial Land Consolidation Affairs Center.

2. Land consolidation project in Changling Town, XX County

It is a municipal investment project, and it is a county-level investment balance project approved by the Provincial Department of Land and Resources with the document [2009] No.457 (but it is a municipal investment). The total investment is13,856,600 yuan, and the construction scale is13,976.10 mu, which is expected to increase by/kloc-0. The main contents of the project include: land leveling, farmland water conservancy project, road project, forest network project, etc. The project was completed at the end of May this year and verified by the Provincial Land Consolidation Affairs Center, with an additional cultivated land of 1, 4 12.2 mu. The center has issued a verification report to the Cultivated Land Protection Department of the Provincial Department of Land and Resources, waiting for the final inspection by the provincial office.

3. Land consolidation project in Jiangzhi Town, XX County

As a county-level investment project, it was approved by the Provincial Department of Land and Resources with the document YZZ [2009] No.457. Total investment14,867,900 yuan, construction scale13,075.65 mu. It is estimated that the newly-increased cultivated land will be14,55.45 mu, and the construction period will be 3 months. It involves Magnetic Bead Temple Village, Lighthouse Village (including former Chaoyang Temple Village) and Gao Feng Village (former Xinqiao Village). The main contents of the project include: land leveling, farmland water conservancy project, road project, forest network project, etc. The project was completed at the end of May this year and verified by the Provincial Land Consolidation Affairs Center, with an additional cultivated land of 1 168.44 mu. The center has issued a verification report to the Cultivated Land Protection Department of the Provincial Department of Land and Resources for the final verification of the provincial offices.

4. Land consolidation project in Xinning Town, XX County

It is a county-level investment project, which was approved by the Provincial Department of Land and Resources in documentNo. [2008]39 1, with a total investment of13,739,200 yuan, a construction scale of12,273.9 mu, and new cultivated land of 1697.3 mu (including the first in 2008) The main contents of the project include: land leveling, farmland water conservancy project, road project, forest network project, etc. The project was completed at the end of May this year and verified by the Provincial Land Consolidation Affairs Center, with an additional cultivated land of 1594.83 mu, and has passed the completion acceptance of the provincial offices (the project is a suspense project, and some land use indicators will be reduced after the completion acceptance).

(ii) Projects to be implemented

In addition to entrusting the Municipal Bureau to implement the municipal-level investment land consolidation project in Shabachang Township, XX County, our bureau is expected to start construction of two land consolidation projects in Gantang Town and Shi Tian Town at the end of July this year, with a construction scale of 42,680.05 mu (land consolidation project in warping dam township) and a total investment of 53163,000 yuan (land consolidation project in warping dam township). It is estimated that 4,655.25 mu of cultivated land will be implemented in five townships, including Lingyan Township, XX County.

It is a provincial-level investment project approved by the Sichuan Provincial Department of Land and Resources in the document [2010]163, with a construction scale of 14054.7 mu and a total investment of 183 16400 yuan. The main contents of the project include: land leveling, farmland water conservancy project, road project, forest network project, etc. Now online bidding is being carried out to compare and choose the agency.

2. Land consolidation project in Shi Tian Town, XX County

It is a provincial-level investment project approved by the Sichuan Provincial Department of Land and Resources in document [201/kloc-0] 99, with a construction scale of 14958.5 mu, an estimated total investment of 19 132300 yuan, and an estimated increase of cultivated land152300 yuan. It involves Jianfengzhai Village, Cuijiaba Village and Longjingba Village in Shi Tian Town. At present, the actual measurement and planning design of the project have been completed, and the Ministry of Provincial Affairs has filed the comparison and selection documents of construction drawing design and budget preparation with "Chuantu Compilation [2065438+02]10/".

3. Land consolidation project in Shabachang Township, XX County

This project is a municipal investment project approved by the Sichuan Provincial Department of Land and Resources in document [20 10] 1066. The construction scale is 13666.85 mu, and the estimated total investment is 157 14300 yuan, with an estimated increase of/kloc-.

4. Water-damaged reclamation projects in five townships, including Lingyan Township, XX County.

Five water-damaged reclamation projects in Lingyan Township, Xintai Township, Yongxing Town, Shabachang Township and Meijia Township in XX County are state subsidies, with a total investment of1774,200 yuan, and are under construction design.

5. There are 7 towns in the water-damaged reclamation project, including 5 in Jiangzhi Town. XX county.

Seven towns and villages in XX County, such as Jiangzhi Town, Bamiao Township, Changling Town, Guangfu Town, Lianshi Town, Jing 'an Township and Gantang Town, are state-subsidized projects with a total investment of 2155,600 yuan, and the construction design is under way.

(3) Actively declare projects.

In order to truly solve the problem of useless indicators in our county, we must declare a batch of reserves. Our bureau is actively applying for six county-level investment land consolidation projects, including Xinjie Township, Meijia Township, Guangfu Town, huilong town, Qilong Township and Lingyan Township in XX County, with a construction scale of 79,970.69 mu, with an estimated total investment of1126438+0510005, and an estimated 500,005 new cultivated land.

The main contents of the project include: land leveling, farmland water conservancy project, road project, forest network project, etc. Feasibility study report and pre-project cost budget control price have been completed, and the project is to be declared.

2. Land consolidation project in Meijia Town, XX County

For the county investment balance project to be declared this year, it is estimated that the total investment is 18 149700 yuan, the construction scale is 12655. 1 mu, the newly-increased cultivated land is 120 1.5 mu, and the construction period is/kloc. The main contents of the project include: land leveling, farmland water conservancy project, road project, forest network project, etc. Feasibility study report and pre-project cost budget control price have been completed, and the project is to be declared.

3. Land consolidation project in Guangfu Town, XX County

The county investment balance project to be declared this year is estimated to have a total investment of 1 9,399,500 yuan, a construction scale of14,378.67 mu, an additional cultivated land of 1365.97 mu, and a construction period of1year, involving Lishanbao Village, Aijiagou Village and Shibantan. The main contents of the project include: land leveling, farmland water conservancy project, road project, forest network project, etc. The pre-project cost budget control price has been completed, and it is planned to declare the project.

4. Land consolidation project in huilong town, XX County

The county investment balance project to be declared this year is estimated to have a total investment of 1 8.393 million yuan, a construction scale of 13024.9 mu, new cultivated land of 1 mu, and a construction period of1year, involving Suokoumiao Village, Gaobanqiao Village and Zhaojiaping Village. The main contents of the project include: land leveling, farmland water conservancy project, road project, forest network project, etc. Feasibility study report and pre-project cost budget control price have been completed, and the project is to be declared.

5. Land consolidation project in Qilong Township, XX County

This year, it is estimated that the total investment of the county investment balance project is 1 7,865,200 yuan, the construction scale is12,963.6 mu, the cultivated land is123/0.54 mu, and the construction period is1year, involving Xindianzi Village and Fangjumiao Village. The main contents of the project include: land leveling, farmland water conservancy project, road project, forest network project, etc. The pre-project cost budget control price has been completed, and it is planned to declare the project.

6. Land consolidation project in Lingyan Township, XX County

The county investment balance project to be declared this year is estimated to have a total investment of 1 9.868 million yuan, a construction scale of14,608.82 mu, an additional cultivated land of 1387.84 mu, and a construction period of1year, involving Gui Huayuan village, Xiabakou village and Lijiazui village. The main contents of the project include: land leveling, farmland water conservancy project, road project, forest network project, etc. The pre-project cost budget control price has been completed, and it is planned to declare the project.

Fourth, the existing problems

(1) Group 7 of Liujiaba Village in the land consolidation project of Qilong Township mentioned by Qilong Township Government 1 Convenience Bridge is planned and designed by our bureau. However, because the span of the agricultural bridge is more than 6 meters, which is beyond the design scope of the reinforcement project, it was audited and reduced in the scheme review of the Provincial Department of Land and Resources. In the process of project implementation, in order to speed up the project progress, the construction party laid culverts and strips in this section. When the construction party was building a road near the river 100 meters, the convenience bridge was not erected according to the construction design scheme, which prevented the construction unit from dismantling the culverts and strips in the river section, resulting in the failure to complete the road as designed, resulting in the road being broken, and the local villagers were strongly dissatisfied. On May/0/0 this year, under the coordination of the Party Committee and the government of Qilong Township, the construction team was organized to dismantle the culvert pipes and strips in the river and restore them to their original state.

(2) The convenience bridge on the Wei Jiayuan River in Group 4 of Hulujing Village mentioned by Qilong Township Government was not designed in the design scheme, so the convenience bridge was not erected during the project construction, and the villagers strongly demanded the construction of the convenience bridge.
