Will it be cold to travel to Xi 'an in February?

Xi in February is not too cold. It was best not to go to Huashan at that time. Huashan was still very cold at that time.

The beacon tower is not in Tongguan, but on Mount Li in Lintong. You can go up and down Mount Li by cable car.

The scenic spot will not be closed. To go to Zhaoling, Ganling and Yongtai Princess Tomb, you can take bus No.3 at the East Square of Xi 'an Railway Station to Ganling, then take a bus from Ganxian to Liquan County, then to Zhaoling Museum, and finally take a bus back to Xi 'an.

If you look at tombs, you can go to Ganling, Princess Yongtai's Tomb, Zhang Huai's Tomb, Yide's Tomb, Hanyang Mausoleum and Terracotta Warriors. Nothing else has been excavated, just a mound (some are so remote that there is no road).
