On June 24th, 32 years ago, in Xiaogang Village 1 18, family members took advantage of the night to enter the dilapidated farmhouse and signed their names and handprints on the agreement of "All the land was contracted to households" written with cigarette paper. They did not expect that this ordinary winter night was the dawn of rural reform in China; What they didn't expect was that this humble cigarette case paper set off the spring breeze of China's reform and opening up. Xiaogang Village is recognized as "the first village of reform in China".

In Xiaogang Village, we are deeply attracted and moved by a sense of integrity, which is the breath of Shen Hao's heroism, the breath of Xiaogang Village people's sincere feelings for Comrade Shen Hao, and the breath of that monument in Xiaogang Village people's hearts.

In February 2004, in response to the call of the provincial party committee, Shen Hao, as the second batch of cadres selected by the province, was appointed as the deputy secretary of the Party Committee of Xiaoxihe Town, Fengyang County, and the first secretary of the Party Committee of Xiaogang Village, and was later elected as the village director.

During his work in Xiaogang Village, Shen Hao did many small things that benefited the people. Shen Hao has also done many great things to benefit the people. After investigation, he formulated a "three-step" development strategy for Xiaogang Village. The first step is to develop modern agriculture and scientific agriculture: in 2004, 80 acres of high-quality vineyards were introduced and planted, and then 600 acres were developed to hold the "Grape Tourism Culture Festival"; At the beginning of 2006, three college students were introduced from Anhui University of Science and Technology to develop the production of "Agaricus bisporus" and set up a mushroom and grape production and marketing cooperative; The second step is to improve the appearance of the village: plan the housing of the whole village and raise funds to renovate the villagers' housing; Raise funds to build the north-south main road of the village (Friendship Avenue) and build the east-west avenue connecting the two provincial roads and crossing the railway (once considered impossible); Create conditions for attracting investment; The third step is to attract investment and develop the collective economy: in a very short time, attract investment of 5 billion yuan (one third of the funds have been put in place at present) to develop environmental protection industries and tourism; The whole village 1800 mu of land is concentrated, and the villagers set up cooperatives in the form of land shares to integrate resources and engage in moderate-scale operation.

Under the leadership of Shen Hao, the per capita annual income of villagers in Xiaogang Village has increased from more than 2,000 yuan in 2004 to more than 5,500 yuan at present.
