How to make an emergency drill plan for hazardous chemicals leakage

I. Purpose of this work

In order to test the scientificity and operability of emergency rescue plans for hazardous chemicals leakage, road traffic safety and public health emergencies in our county, sum up experience and further improve the emergency plan to ensure that the emergency rescue plan management system in our county is perfect, responsive, fully prepared, coordinated and efficient.

Second, exercise equipment

There are 1 sprinkler (instead of tanker), 1 bus, 3 fire engines, 2 ambulances, 1 weather monitoring vehicle, 1 environmental monitoring vehicle, 10 interphone, 15 emergency vehicle signs and 40 on-site commands.

3. Simulated personnel: 3 injured personnel and 30 evacuees.

Fourth, the exercise plan

(1) Exercise time: June 2009.

(2) Exercise place: Suiyang domestic highway section (535 factory section).

(3) Participating units: This drill is sponsored by the county government office, emergency office and safety supervision bureau, and participating units are the county public security bureau, fire brigade, traffic police brigade, health bureau, transportation bureau, economic and trade bureau, environmental protection bureau, meteorological bureau, telecommunications bureau, oil company and Yangchuan town government.

(5) Hazardous chemicals (gasoline) leakage and road traffic safety accidents take the scene, and Comrade Wu Jianshe of the County Safety Supervision Bureau is responsible for setting up the accident scene.

A tanker with the license plate number of Gui cxxxx (Suiyang to Jianba, including three drivers) collided with another bus with the license plate number of Gui cxxxx (Jincheng to Suiyang, with 10 passengers on board). Causing gasoline to leak and burn, and people on board were injured. Suppose that after the accident, many departments of the county government need to participate in the rescue and disposal, that is, start the Emergency Rescue Plan for Hazardous Chemicals Leakage in Suiyang County, the Emergency Rescue Plan for Road Traffic Safety in Suiyang County and the Emergency Rescue Plan for Public Health Emergencies in Suiyang County.

(6) Field grouping and tasks

1, field headquarters

Commander: Chen Junjie.

Responsible for directing and coordinating the emergency rescue and disposal of accidents.

2, the comprehensive coordination group:

Members: It is composed of personnel transferred from the county government office and the Safety Supervision Bureau.

Task: To be responsible for reviewing the implementation plans of each group, inspecting and supervising the work of each group, proposing the time and requirements for synthesis drills, reporting them to the commander-in-chief and deputy commander-in-chief for approval, organizing synthesis drills, and conveying the instructions of the commander-in-chief and deputy commander-in-chief.

3, publicity materials group

Team leader: Jin Yang

Deputy Head: Wang Qiong

Members: Government Office of Safety Supervision Bureau, deployed by Suiyang TV Station.

Task: To formulate the implementation plan of publicity and reporting, be responsible for making publicity activities, news reports and exercise feature films, design and arrange the exercise scenes, install audio, write commentary and determine the on-site commentator.

4, rescue the wounded and dangerous source control team

Team leader: Liu Chaojun

Deputy leader: Huang

Member: professional team of fire brigade.

Task: rescue the wounded on the spot, control the dangerous sources in time, and immediately organize special tools and materials according to the flammable and explosive nature of gasoline. Responsible for on-site fire fighting, search and rescue of injured people in accidents, etc. At the same time, three injured people and makeup were implemented.

5, medical treatment group:

Members: medical professionals

Responsibilities: Set up temporary medical treatment points in a safe area near the site, give emergency treatment to the injured, and escort the seriously injured to the county hospital for treatment.

6. Safety evacuation team

Team leader: Mclynn Killman Liu, Zhou Guowei and Gong Guiping.

Deputy leader: the leader of the village.

Members: personnel sent by Yangchuan Town, Public Security Bureau and Transportation Bureau.

Responsibilities: Yangchuan Town confirmed 15 bus passengers, evacuated 20 people, and was responsible for the evacuation, publicity and notification of the people in the accident area. County Public Security Bureau and Transportation Bureau assist in providing protection guidance, personnel evacuation and material transfer around the site.

7, security alert group

Team leader: Jianqiang Liang

Deputy leader: Xu Wen

Member: Traffic Police

Responsibilities: Be responsible for traffic control in the exercise area, smooth the rescue road traffic, ensure that rescue equipment, materials and equipment can reach the rescue site smoothly, and be responsible for emergency vehicle parking and accident investigation and handling in the exercise area.

8. Emergency Material Support Group

Team leader: Jia Chunlin

Member: deployment personnel of county economic and trade bureau.

Responsibilities: Carry out the exercise of worn-out buses and provide gasoline and oil for the exercise, and be responsible for organizing the deployment of emergency rescue equipment and materials.

9. Meteorological Support Group

Team leader: Xie Helin

Member: professional meteorological monitoring personnel of county meteorological bureau.

Responsibilities: Responsible for providing short-term weather forecast and meteorological data such as wind direction, wind speed, temperature, air pressure and humidity.

10, Environmental Monitoring Group

Team leader: Li Li

Member: professional monitoring personnel of Environmental Protection Bureau.

Responsibilities: Real-time environmental monitoring of the atmosphere in the exercise area.
