When does an airport need to set up clearance lanes and stop lanes?

Relevant requirements for stopway applications:

Stopway: The width of a stopway is equal to the width of the runway to which it is connected.

The strength of the stopway should be able to withstand the failure of the aircraft to take off without causing damage to the aircraft structure. The friction characteristics of the stop surface should be good.

Clearway: refers to a specific rectangular site or water surface that has been modified so that an aircraft can initially climb to a specified height.
