Township offices and units have also established corresponding flood control headquarters, and implemented four kinds of responsibility systems: first, according to the administrative jurisdiction, the whole region takes overall responsibility, and responsibility certificates are signed at different levels. If there is a problem at any level, the responsibility of the party and government leaders at any level will be investigated; Second, the leading members of the four teams at the district level lead the district direct departments to ensure the township responsibility system; Third, the responsibility system of protecting rivers, dikes and defense lines for leading cadres at the district level; Fourth, according to the division of labor of the government, the deputy head of the district government guarantees the responsibility system of the front line, the system and the unit, and truly bans the front line, with clear tasks and responsibilities in place.

Seven, size up the situation, actively fight drought, and win a comprehensive victory in flood control and drought relief.

In September this year, the precipitation in flood season in our region decreased obviously. In the face of drought, we plan early, start work early, formulate effective measures in time, organize technicians to analyze drought and rain conditions, and guide farmers to make full use of water-saving irrigation technologies such as pipeline water delivery, small border irrigation, sprinkler irrigation and drip irrigation to enhance drought resistance. At the same time, judge the situation, store water by camera, and dispatch the gates closed by the river gates to store water under the condition of timely grasping the local and upstream flood and rain conditions. At present, the water storage capacity of rivers exceeds130,000 cubic meters, which provides sufficient irrigation water for farmers and reduces the drought to a minimum.
