Article 2 These Measures shall apply to emergencies that occur in educational and teaching activities or extracurricular activities organized by the school, as well as in school buildings, venues, other educational and teaching facilities and living facilities for which the school has management responsibilities.
Article 3 Schools shall provide school buildings, venues and other educational and teaching facilities and living facilities that meet safety standards.
Article 4 Schools shall conduct necessary safety education and self-care and self-help education for students in school; We should establish and improve the safety system in accordance with the regulations and take corresponding management measures to prevent and eliminate hidden dangers in the education and teaching environment; When an injury accident occurs, measures should be taken in time to help the injured teachers and students.
Article 5 Schools shall not assume guardianship responsibility for underage students. Students should consciously abide by the rules, regulations and disciplines of the school, obey the management of the school, and avoid and eliminate the corresponding dangers according to their age, cognitive ability and legal capacity.
Article 6: Schools should take various measures to avoid emergencies as much as possible. After the incident, it should be handled properly in time.
Chapter II Accident Handling Procedures and Measures
Article 7 Procedures and methods for handling student injury accidents:
(a) students in the classroom (recess) injury accident, the teacher (class teacher) should immediately send it to the school doctor's office or notify the school doctor to deal with; If the school doctor is absent or the situation is serious, you should immediately report to the grade department, student guidance office or school leaders and send them to the hospital for rescue as appropriate.

(nine) when a major injury accident occurs, the school should report to the higher education authorities in a timely manner.
Article 8: When an accident occurs in an off-campus activity organized by the school, team leaders and teachers should not only rescue the injured in time, but also contact the public security department, the activity venue and the transportation provider in time to deal with it cooperatively.
Article 9: In the event of chicken pox, mumps, acute conjunctivitis (pink eye) and other infectious diseases, the class teacher and the first discoverer should immediately cooperate with the school doctor to organize timely treatment; If the condition is serious, parents should be informed or the students should be sent to the hospital in person for emergency treatment. Relevant places (classrooms, laboratories, etc. ) should be stopped immediately and disinfected in time. Chapter III Handling of Persons Responsible for Accidents and Compensation for Damage
Fifteenth campus accidents, the school is responsible and the circumstances are serious, the directly responsible person in charge of the school and other directly responsible personnel were given corresponding administrative sanctions; If the behavior of the responsible person violates the criminal law, the school actively cooperates with the judicial organs to investigate and deal with it.
Article 16: The school shall give corresponding punishment to students who are responsible for violating school discipline and causing student injury accidents; Those who violate the criminal law shall be investigated for criminal responsibility by judicial organs according to law.
Seventeenth organizations or individuals responsible for student injury accidents shall bear the corresponding liability for damages in accordance with the relevant provisions of laws and regulations.
Eighteenth teachers or other school staff in the course of performing their duties intentionally or negligently caused a student injury accident, the school can hold the relevant responsible person liable for compensation and give corresponding treatment.
Nineteenth due to the serious impact of not timely treatment, the school will give appropriate treatment to the relevant responsible person.
Twentieth minor students are responsible for student injury accidents, and their guardians shall bear corresponding liability for compensation according to law.
Twenty-first schools responsible for student injury accidents, according to the size of the responsibility to give appropriate economic compensation, but do not undertake other matters that are not directly related to the rescue of injured teachers and students, compensation for corresponding economic losses.
Chapter IV Supplementary Provisions
Twenty-second: The "person directly responsible for campus accidents" in these Measures refers to:

Article 23 Where the above provisions are inconsistent with relevant laws and regulations, the national laws and regulations shall prevail.

Third, the organization and management

4. 5. Information submission. 2. In any of the following circumstances, the relevant responsible person shall be punished accordingly.
(1) Due to management confusion and failure to implement safety accident prevention measures, unexpected events occur and cause serious impact;
(two) after the emergency, the rescue measures were not taken in time, which led to the expansion of the damage;
(3) The relevant parties failed to report the emergency in time, which led to the delay of the disposal opportunity;
(four) refusing or obstructing the investigation of the incident, or providing false information or concealing the truth.
3, in violation of the provisions of this plan, which constitutes a crime, shall be investigated for criminal responsibility by judicial organs according to law.
