1. Purpose of the exercise

II. Exercise Tasks

The task of this geological disaster emergency plan exercise is: induced by continuous rainfall and heavy rainfall, the river water potential in the valley of Caojiafang Village, Shijiaying Township suddenly increased. It is large and contains a lot of firewood and trees. A thunder-like sound can be heard from the ditch. A mudslide geological disaster may occur, and the situation is very urgent. According to the "Shijiaying Township Disaster Prevention and Emergency Plan", it is necessary to activate the emergency plan immediately, organize relevant departments to perform their duties, safely evacuate households in dangerous areas in the shortest possible time, and take effective measures to prevent and reduce disasters as soon as possible.

4. Exercise time

August 2, 2011, 10:00-12:00 (gathering in Shijiaying Township at 9:30).

5. Exercise location

(1) Disaster hazard point: Caojiafang Village, Shijiaying Township.

(2) Disaster evacuation and resettlement sites (former offices of Caowei Coal Mine and some villagers’ homes).

6. Participating units

7. Background of the exercise

The heavy rainfall is still continuing, and it is very easy for geological disasters such as mudslides to occur. Seriously endangering the life and property safety of 52 residents of 15 households in Caojiafang Village, Shijiaying Township.

8. Implementation steps of the exercise

(1) Preparation work for the emergency plan exercise

The situation is very urgent!

Exercise process

Township government conference room: Headquarters members and conference representatives gathered in the conference room for a meeting. While other topics were being discussed at the meeting, Song Youlin, the geological hazard hazard point monitor in Caojiafang Village, Shijiaying Township, called Deputy Township Chief Niu to report the disaster situation: Deputy Township Chief Niu, this is Song Youlin from Caojiafang Village, Shijiaying Township. There is a mudslide in the mountain behind my village. In an emergency situation, there was heavy rain last night, and the accumulation on the front edge of the mountain partially collapsed. The signs of a large-scale mudslide were obvious, directly threatening the lives and property of 52 people in 15 households below our village. Deputy Township Chief Niu: "You should continue to do a good job in monitoring, pay close attention to the development of the situation, and prepare for the evacuation of personnel. We will report to the superiors immediately and send people to the scene to assist you." After Deputy Township Chief Niu hung up the phone, he notified relevant departments according to the requirements of the plan and immediately went to the flood control headquarters to hold an emergency meeting. Township Chief Huo: "The emergency meeting of the Flood Control Headquarters will begin now. Now I would like to ask Niu Xiang to introduce the situation of geological disasters in Shijiaying Township." After a heavy rain last night, Deputy Township Mayor Niu, the geological disaster hazard point in Caojiafang Village suddenly appeared. The disaster situation directly threatened the lives of 52 people in 15 households. An investigation team was dispatched to the scene and it was recommended to activate the disaster prevention emergency plan. Mayor Huo: "The safety of people's lives and property comes first, and I agree to launch the emergency plan immediately." The township flood control headquarters should be prepared for major dangers, notify the Ministry of Human Resources, emergency teams, health centers, police stations and relevant departments to make emergency preparations, immediately organize the evacuation of people in dangerous areas, and organize members of the township emergency team to set up an emergency rescue team. The scene was commanded by Deputy Township Mayor Niu. Minister Ma and Township Mayor Zheng were responsible for organizing the logistics support team to do a good job in logistics support. Township Mayor Wang Binglu was responsible for investigation and monitoring. Everyone took action immediately.
