Measures of Shanxi Province for Implementing the Regulations on Forest Fire Prevention
All forest management (experimental) bureaus, forest farms and units in forest areas and forest edge areas shall, under the leadership of the local people's government, implement the responsibility system for forest fire prevention under the administrative leadership of the unit. (two) to formulate the province's forest fire prevention planning and related forest fire prevention normative documents;
(three) to organize and coordinate the relevant departments and regions to carry out the fighting and rescue work of heavy and extraordinarily serious forest fires;
(four) to coordinate and guide the forest fire prevention work of various localities and departments, and to solve major problems in forest fire prevention;
(5) Organizing scientific research on forest fire prevention and popularizing advanced technologies. The fifth city (prefecture), the main responsibilities of the county people's government forest fire prevention headquarters are:

Sixth state, city and county people's governments, forest management (experimental) bureaus and state-owned forest farms in forest areas shall set up special fire fighting teams during the fire prevention period, and conduct training and drills.
Units in forest areas and forest edge areas shall establish mass fire fighting teams and conduct training and drills. All forest management (experimental) bureaus and state-owned forest farms need to set up forest fire prevention checkpoints. Should be approved by the local people's government at the county level.
All approved forest fire prevention checkpoints shall be reported to the provincial forest fire prevention headquarters for the record by the approving unit.
The forest fire prevention checkpoint is responsible for fire prevention publicity and safety inspection of vehicles and personnel entering the forest area. The people's government at the county level can determine the forest fire prevention period within its jurisdiction according to the local climatic conditions and the occurrence law of forest fires, and report it to the provincial forest fire prevention headquarters for the record.
During the forest fire prevention period, in case of continuous high temperature, drought, strong wind and other fire weather. The people's government at the county level shall issue a fire alarm. Issue a mountain closure order when necessary. Tenth forest fire prevention period, it is strictly prohibited to use fire in the forest field; It is forbidden to pile up straw and grass, burn ash and pile up fertilizer in railways, highways and field forest belts. Eleventh forest fire prevention period. Need to use fire in the forest field, the fire unit shall apply to the forest fire prevention headquarters at or above the county level, and obtain the forest fire permit after approval, and abide by the following provisions:
(a) fire in the field should be carried by special personnel and be responsible for safety, and other personnel are not allowed to carry kindling;
(2) In case of productive use of fire, the fire isolation belt should be opened in advance, fire extinguishing tools should be prepared, and naked fire should be used in the weather below the third-class wind, and the neighboring units should be informed. After using the fire, put out the residual fire in time and clean up the fire site;
(3) When using fire in the family, you should choose a place that is sheltered from the wind and near the water, and put out the residual fire completely after using the fire.
Power transmission lines and electrical equipment passing through forest areas should have corresponding fire prevention facilities, and they should be inspected and maintained regularly. Twelfth afforestation planning, should be included in the construction of forest fire prevention facilities, and the implementation of afforestation. Thirteenth large forest areas, should establish a forest fire monitoring and forecasting station, responsible for forest fire weather forecast. Newspapers, radio, television and other news media shall timely release forest fire weather forecast and high fire weather warning. Article 14 Any unit or individual who discovers a forest fire shall immediately put it out and report it to the local people's government in time.
