How long has the drought lasted in Yunnan?

As far as I can remember, the drought in Yunnan Province has lasted for more than eight months. It has seldom rained since the beginning of July last year. Among the 257 days, my blog recorded only 19 days of rain (including the rain in Mao Mao), which is unbearable. What I care about most recently is the rain. When I ask about drought, different people have different opinions. I learned a lot of common sense and opinions by reading newspapers. What others say belongs to others. I think normal natural phenomena account for 70%. In recent hundreds of years, especially since human beings entered the industrial society, their attitude towards the earth accounts for 30%. What people in Yunnan can't stand, in particular, is that the culprit of destroying the earth is not Yunnan people, because the place on the earth with the same latitude that has not been destroyed or has a lesser degree of destruction is Yunnan, such as Xishuangbanna tropical rain forest. However, it is a bit unfair that the disaster of drought has caused Yunnan to suffer! The following is my report on this extraordinary drought: after the autumn of 2009, severe drought occurred in most parts of southwest China and parts of Jiangnan and South China. At present, the drought in southwest areas such as Yunnan and Guangxi continues to develop. Among them, Yunnan province suffered from a rare drought in history, and the drinking water difficulties of urban and rural residents were outstanding, and the drought situation was very severe. According to the relevant provisions of the National Emergency Plan for Flood Control and Drought Relief, on February 24th, the National Defense General launched a Class II emergency response to drought relief. However, Yunnan was the hardest hit by this drought. Since last autumn, most areas in Yunnan Province have suffered from drought in autumn, winter and spring once in 60 years. Many sparkling reservoirs in the past have now dried up to the bottom, and the drought situation is extremely severe. The reporter saw in Xiangyun County, Dali, Yunnan Province that the Qinghai Lake Reservoir with a storage capacity of 7 million cubic meters in previous years has now become a "cattle and sheep pasture"; Those water hyacinths, which were supposed to be green, now turn into pieces with a gentle pinch and drift away with the wind. Long-term drought has caused drinking water difficulties for nearly 6 million people and 3.6 million large livestock in Yunnan. Water is becoming the most cherished thing for people in disaster areas. Villagers in Mile County, Honghe Prefecture made such a family rule in September last year: only a small basin of water can be used for washing faces and feet. In Pujia, the reporter saw that the small basin water refers to "a layer of shallow water at the bottom of the basin". As the head of the family, after Pu Liangcheng washed his face, his wife also came. After a family of nine washes their faces and feet one after another, they pour water into the patio for storage, and if necessary, scoop some water to the pool outside the house to feed the cattle and sheep. For five months, the Pu family has been strictly implementing this water-saving family rule, and now his family has become one of the few families in the village with water in the patio. Seemingly ordinary activities such as washing clothes and bathing are now extravagant hopes for villagers. Pu told reporters that he hasn't taken a bath since September last year, and his clothes are usually washed in the river in Panxi Town, Huaning County, 30 kilometers away from home. Pucheng Liangjia is lucky at present. Because of the difficulty in using water, some farmers began to sell large livestock cheaply. For ordinary farmers, large livestock are good helpers for plowing and pulling carts, and farmers will never sell their cattle unless they have to. Do everything possible to ensure domestic water for urban and rural residents. The drought in Yunnan Province continues. In addition to Yunnan, local droughts in Guangxi, Guizhou, Sichuan, Chongqing and other provinces (autonomous regions and municipalities) also continued to develop. According to the statistics of the National Defense General Office on February 25th, the drought-affected area in China was 68.22 million mu, and the drought caused drinking water difficulties for1/kloc-0.88 million people and 8.05 million large livestock, all of which were more than 30% higher than the average in the same period of many years. Zhang Zhitong, executive deputy director of the National Defense Office, said that at present, the drought-stricken area in China is equivalent to the same period of many years, but the number of people suffering from dry drinking water is 4 million more than normal, so it is a very important task at present to solve the problem of drinking water for the masses. Since the drought, the leading comrades of the CPC Central Committee and the State Council have attached great importance to the drought relief work in southwest China and made a series of important instructions. The National Defense General and the Ministry of Water Resources pay close attention to the development of drought in Yunnan, Guangxi, Guizhou, Sichuan and Chongqing. Since the beginning of this year, the central government has allocated 65 million drought relief funds, and it is estimated that the total amount will exceed 654.38+0 billion in the near future, which will be used to support people in dry areas to tide over difficulties and repair and build water conservancy and irrigation projects. At present, all parts of the arid areas are making every effort to ensure the domestic water for urban and rural residents as the top priority.

Zhang Zhitong, executive deputy director of the National Defense General Office, said that of the1/kloc-0.8 million people with drinking water difficulties in China, 5.97 million are concentrated in Yunnan. The relevant departments of Yunnan Province have organized more than 8 million people to invest in drought relief work, and all localities are doing everything possible to ensure people's domestic water supply through various measures such as reservoir water supply, emergency water supply and water supply. When the reporter interviewed a few days ago, villagers in Daodui Village, Qujing City were digging ditches and burying water pipes. After the continuous drought caused water shortage in the village, Qujing Environmental Protection Bureau took the initiative to help the village find a drinking water source and invested 200,000 yuan to purchase water diversion equipment. In order to bring water into the village as soon as possible, the whole village mobilized and worked continuously for five days. This water pipe takes water from the water source 10 km away.

On February 25th, water was introduced into the village. At the water intake point, people who came to fetch water consciously lined up, showing long-lost joy on their faces. The attracted water filled the small water cellars that had been dry for a long time, and the large water cellars in the village also saved enough water for more than 80 villagers in the village for about three months. Before the rainy season in May, the problem of villagers' draught was basically guaranteed. Through emergency water transfer and water collection by drilling wells, the difficulty of drinking water in some disaster areas has been initially alleviated. However, with the gradual reduction of water sources, new people with drinking water difficulties are constantly emerging, especially those living in mountainous areas and semi-mountainous areas, with scattered living, inconvenient transportation and difficult water transportation. All parties are trying to find ways to alleviate the water difficulties of mountain residents by pulling, carrying and delivering water. Lv Yan, political commissar of the People's Armed Forces Department of Dongchuan District, Kunming, said that at present, they have sent 23 militia water supply teams to provide water for the masses by means of village-to-village guarantee. Some ethnic minority villages are located in mountainous areas, and the traffic is inconvenient. The local garrison also organizes officers and men to carry spring water for the villagers by shoulder. However, at present, there are still 1/4 township governments in Yunnan where people have difficulty drinking water. Drought has also had a serious impact on local agriculture. More than 85% of crops such as wheat and sugarcane are planted in autumn and winter, and it is expected that summer grain production will be reduced by more than half due to the disaster. At present, agricultural departments at all levels send technicians to go deep into the fields to guide villagers to fight drought. Two acres of wheat from Fu Mingying, a villager in Zhenxiong County, suffered from drought. When she was at a loss, the scientific and technical personnel of the county agricultural bureau came to her house to help her plant fruit trees and reduce losses. In severely affected areas, technicians guide villagers to replant and replant potatoes and other crops in time to minimize losses. In the lightly affected areas, technicians adopt drought-resistant measures and technologies, strengthen management, and protect seedlings for a bumper harvest; At present, the drought-resistant irrigation area in Yunnan Province has reached more than 1 1 10,000 mu, and 2.05 million mu of land has been replanted. Drought relief work is still in full swing. The drought will be more severe. According to the monitoring of the Central Meteorological Observatory, strong convective weather occurred in parts of southern China in the past two days, and rainy weather in the south will be more frequent in the future 10. On the contrary, the drought in Yunnan will continue for some time, and the drought situation will be more severe. According to the introduction of the National Defense General, the drought has the characteristics of concentrated disaster-stricken areas, heavy south and light north, long duration and heavy degree, and people in the disaster-stricken areas have outstanding difficulties in drinking water. Facing the drought, the affected areas are taking active actions. According to statistics, at present, drought-stricken provinces (autonomous regions and municipalities) have invested 750 million yuan in drought-resistant funds and 8.98 million laborers, completed drought-resistant irrigation of 9.65438+0.7 million mu, and temporarily solved the drinking water difficulties of 7.44 million people and 3.57 million large livestock.
