Notice on doing a good job of total solar eclipse

The State Council Invented Electricity [2009] 14

People's governments of all provinces, autonomous regions and municipalities directly under the Central Government and relevant departments of the State Council:

According to the prediction of the International Astronomical Union and the Purple Mountain Observatory, a total solar eclipse will occur on July 22nd. The total solar eclipse lasted for a long time and covered a wide range. It takes two hours from the initial loss to the recovery of the total solar eclipse, and the longest duration of the total solar eclipse can reach about 6 minutes. The total solar eclipse covers the Yangtze River valley in central India, Myanmar and China, and the partial solar eclipse covers the whole of China. This total solar eclipse has brought a rare opportunity for scientific research, scientific popularization and observation and appreciation. At the same time, due to the decrease of visibility, temperature and humidity during the total solar eclipse, it will have a certain impact on transportation, production operations, communication safety and social security, and may also cause superstitious speculation and psychological panic among some people. In order to properly handle the response work, with the consent of the State Council, the relevant matters are hereby notified as follows:

The first is to strengthen popular science propaganda.

Science and technology departments at all levels and the Association for Science and Technology should make full use of the opportunity of popular science provided by the total solar eclipse, organize relevant experts to widely carry out astronomical knowledge popularization activities through television, radio, internet, newspapers and other channels, scientifically explain the phenomenon of total solar eclipse, and publicize and popularize relevant preventive knowledge. Propaganda work should go deep into rural areas, mountainous areas, forest areas and other remote areas to eliminate some people's superstitions and fears. At the same time, we should pay attention to the publicity and education of scientific observation methods to avoid visual harm to observers. Please give strong support to the central and local propaganda departments and the media.

Second, make relevant plans and be prepared.

In view of the adverse effects and problems caused by the sudden darkening of the sky during the total solar eclipse, relevant departments are requested to formulate and improve relevant plans according to the division of responsibilities and actively prepare for them. Transportation, railway, civil aviation, communications, electric power and other departments and units should make arrangements as early as possible to ensure safe and smooth flow; Municipal facilities management departments should be fully prepared to turn on urban road lighting equipment in time when the total solar eclipse occurs; Medical and health departments should pay attention to prevent the adverse effects of insufficient light on medical care; Meteorological departments should strengthen weather monitoring and timely release warning information of possible disastrous weather; Urban aerial work, construction and other work units shall inform the construction personnel in advance, and formulate strict safety measures to prevent safety accidents; Quality inspection and industrial and commercial departments should investigate and deal with the production and sale of fake and shoddy observation equipment according to law; The public security department should take precautions against the social security problems that may be caused by the total solar eclipse, strengthen the emergency management of highway traffic, especially highway traffic, and prevent serious traffic accidents.

Third, strengthen the organization and management of tourism observation.

In some places, the total solar eclipse observation was organized as a tourism activity. Relevant regions and tourism departments should make arrangements in advance for the possible concentration of a large number of observers, effectively release early warning information such as the number of tourists, transportation and accommodation, and the use of astronomical observation facilities, and guide tourists to rationally choose observation sites. It is necessary to strengthen the organization and management of observation activities, formulate reasonable emergency plans such as crowd evacuation, properly do security work, and prevent incidents such as congestion and trampling.

Fourth, strengthen emergency duty.

All regions and relevant departments should pay close attention to the total solar eclipse, effectively strengthen emergency duty, grasp the relevant situation in time, immediately start the relevant emergency plan in case of emergency, quickly organize forces, properly and efficiently dispose of it, and minimize and mitigate the adverse effects caused by the total solar eclipse. Major cases should be reported to the State Council in a timely manner in accordance with relevant regulations.
