1.3 Scope of application

This plan is applicable to the emergency treatment of grassland (natural grassland and artificial grassland) fires within the administrative area of Yinchuan City.

1.4 working principle

Grassland fire prevention and extinguishing should adhere to the principles of unified leadership, military-civilian linkage, graded responsibility, territoriality-oriented, people-oriented and scientific fire extinguishing.

2 Organization and command system

Yinchuan Emergency Committee and Yinchuan Forest and Grassland Fire Prevention Headquarters.

After the pasture fire broke out, the people's governments at all levels and their relevant departments immediately carried out the disposal work in accordance with the division of responsibilities and related plans. The people's government of the autonomous region is the main body to deal with major and particularly major grassland fires within its administrative area, the Municipal People's Government is the main body to deal with large grassland fires within its administrative area, and the county (city) District People's Government is the main body to deal with general grassland fires within its administrative area. The people's governments at or above the municipal level shall, according to the needs of grassland fire response, give the county (city) District People's government the necessary coordination and support.

3 Early warning and prevention mechanism

The early warning information of grassland fire mainly comes from satellite remote sensing monitoring and local reports of meteorological service center of autonomous region and grassland fire prevention headquarters of Ministry of Agriculture.

Grassland fire prevention office is the daily work organization of the headquarters. 3.2 Early warning and preventive actions

The fire prevention headquarters should make emergency preparations before entering the grassland fire prevention period, form an inspection team, go to key grassland fire prevention areas for inspection and guidance, and urge all localities to implement various fire prevention measures.

County (city) District People's Government shall, according to the law of grassland fire, delimit grassland fire prevention zones, stipulate the control period, and establish the responsibility system for grassland fire prevention. Cross-administrative grassland areas, grassland and forest staggered distribution areas, according to the actual grassland fire prevention work, to carry out regional and departmental joint defense, determine the joint defense area, and establish joint defense and joint control mechanisms such as regular consultation and emergency consultation, fire warning and joint defense measures, information communication and supervision and inspection, firefighting personnel and material support, resettlement of victims and post-disaster recovery and reconstruction. According to the forecast and early warning information provided by the meteorological department, corresponding measures are taken to prevent and reduce the occurrence of grassland fires.

3.3 Early Warning Support System

Key grassland fire prevention areas should strengthen the construction of grassland fire prevention command system to ensure efficient and rapid transmission of feedback and strong command of grassland fire.

4 emergency response

4. 1 fire response level

Ranch fire emergency response is divided into four levels.

4.1.1I (particularly significant)

Ranch fires that are burning and meet one of the following conditions:

(1) More than 8,000 hectares of open flames in the affected grassland have not been extinguished;

(2) Causing more than 10 deaths, or causing more than 20 casualties;

(3) The direct economic loss is more than 5 million yuan;

(4) Seriously threatening or burning down towns, residential areas, important facilities and national forest and grassland nature reserves;

(5) Need national support.

4. 1.2 level 2 (major)

Ranch fires that meet one of the following conditions:

(1) The open flames in the affected grassland area of more than 2,000 hectares and less than 8,000 hectares have not been extinguished;

(2) Causing the death of more than 3 people and less than 10 people, or causing casualties of more than 10 people and less than 20 people;

(3) the direct economic loss is more than 3 million yuan but less than 5 million yuan;

(four) threatening residential areas, important facilities and national forest and grassland nature reserves, or located in the border areas of autonomous regions (provinces);

(5) A large area of grassland fire outside the autonomous region is within 5km from the boundary of our region or burns continuously for more than 72 hours, which poses a great threat to the grassland in our region.

4. 1.3 Level III (large)

Ranch fires that meet one of the following conditions:

(1) affected grassland area 100 hectares or more, but less than 2000 hectares;

(2) Less than 3 people were killed or more than 3 people were seriously injured 10;

(3) The direct economic loss is more than 500,000 yuan but less than 3 million yuan;

(4) It has not been extinguished for more than 24 hours.

(5) It is located in the urban transition area and has certain danger.

4.2 Response procedure

The people's government at the county level shall formulate and improve the emergency plan for grassland fires at the corresponding level, and be responsible for actively responding to grassland fires of Grade I, II, III and IV.

According to the grading standard of pasture fire, the response can be divided into grade I response, grade II response, grade III response and grade IV response.

After the grassland fire occurs, the Municipal People's Government will start the emergency plan for grassland fire prevention of Grade I, II, III and IV as the case may be, and carry out the preliminary disposal work. If the conditions for starting this plan are met, start this plan. According to the situation of grassland in each county, formulate county-level emergency plan.

4.2.1Ⅰ level response

In case of Grade I grassland fire, Yinchuan shall promptly report to the superior, and the forest and grassland fire prevention headquarters of the autonomous region shall promptly report to the people's government of the autonomous region and the Ministry of Agriculture. The grassland fire prevention office of the autonomous region headquarters put forward suggestions to the leaders of the headquarters, and started the level I response procedure after the approval of the commander-in-chief. At the same time, Yinchuan forest and grassland fire prevention level I response program was started.

(1) The emergency organization personnel of each group are in place quickly;

(2) The headquarters quickly conducted a comprehensive analysis and evaluation of the fire, made overall arrangements for the fire fighting work, and issued instructions;

(3) Send a supervision team to the fire site to guide the local authorities to do a good job in fire fighting;

4.2.2 Secondary response

In case of Grade II pasture fire, it shall report to the superior in time, and the government of the autonomous region shall report to the Ministry of Agriculture. The grassland fire prevention office of the autonomous region headquarters quickly analyzes and evaluates the fire, puts forward suggestions to the leaders of the headquarters, and starts the level II response procedure with the approval of the chief commander or deputy chief commander of the headquarters. At the same time, start Yinchuan level II response program.

(1) Assist in local fire fighting according to the instructions of the command leaders;

(2) according to the fire, send a supervision team to the scene of the fire to guide the local authorities to do a good job in fire fighting;

(3) According to the application of the fire and the grassland fire prevention department of the county (city) district, the headquarters decided to call the grassland fire prevention material reserve. According to the needs, the grassland fire prevention office of the headquarters is responsible for organizing and coordinating the cross-county (city) district and inter-departmental linkage work of grassland fire prevention and extinguishing;

(4) Contact the Municipal Meteorological Service Center and other units to monitor the fire; When necessary, it is suggested that the Municipal Meteorological Bureau provide emergency meteorological services for fire fighting, organize the implementation of artificial precipitation enhancement, and put out pasture fires.

4.2.3 Three-level response

In case of Grade III grassland fire, report to the leaders of the headquarters in time and report to the grassland fire prevention office of the superior headquarters, and start Yinchuan Grade III response procedure at the same time.

(1) Contact Yinchuan Meteorological Service Center and other units, do a good job in fire monitoring, grasp the fire dynamics, and report the fire information to local authorities in time;

(2) Keep close contact with counties and districts, understand the deployment of firefighting forces on the first line of the fire site, geographical information of the fire site, meteorology and firefighting situation, and guide local firefighting work. According to the needs, the headquarters office is responsible for organizing and coordinating the inter-departmental grassland fire prevention and extinguishing linkage work across counties (cities);

(3) to convey the spirit of instructions of relevant leaders.

Four-level response

In case of Grade IV grassland fire, the municipal and county people's governments will immediately start the Grade IV emergency plan of the government at the corresponding level and report the situation to the Grassland Fire Prevention Office of the Autonomous Region Fire Prevention Headquarters. Grassland fire prevention office pays close attention to the fire dynamics and grasps the response of local governments at all levels or grassland fire prevention departments.

4.3 Information submission and processing

4.3. 1 After the grassland fire occurs, the people's government and relevant departments at the place where the fire occurs should report the fire information to the people's government at the next higher level and the competent department within 1 hour, and the people's government of the autonomous region can directly report the occurrence of grassland fires of Grade I, II and III. After receiving the information, the relevant departments of the autonomous region government should report to the autonomous region government within 1 hour. Except for Grade I, II, III and IV grassland fires, the county grassland fire prevention headquarters shall start the county emergency plan according to the fire.

4.3.2 Information submission content: time and place of fire (location, latitude and longitude), estimated fire area, geographical situation of fire site, meteorological situation of fire site (temperature, wind power and wind direction), fire fighting power (number of personnel, vehicles and main fire fighting equipment), fire development trend, fire level, casualties, threatened residential areas and important facilities, etc.

4.3.3 The county and city grassland fire prevention headquarters shall submit the comprehensive situation of key fire sites to the grassland fire prevention office of the forest and grassland fire prevention headquarters of the autonomous region through Ningxia Agricultural Information Network and fax at 8: 00 and 16: 00 every day, and report the fire to the relevant departments of the threatened area and the grassland fire prevention headquarters of the adjacent administrative region according to the situation. The forest and grassland fire prevention headquarters of the autonomous region shall report the fire information to the grassland fire prevention headquarters of the Ministry of Agriculture in accordance with the relevant provisions.

4.4 communication

The grassland fire prevention office of the municipal headquarters accurately grasps the telephone number of the grassland fire prevention headquarters of counties (cities) and the telephone number of the main person in charge; Master the contact information of headquarters and relevant departments. When necessary, the headquarters set up a grassland fire prevention command hotline.

4.5 Frontline Command

The front-line command of grassland fire fighting and rescue is under the unified command of the county (city) District People's government where the fire occurred, and directly directs the fighting and rescue work.

4.6 Emergency medical treatment and safety protection

The local people's government is responsible for fire scene rescue, rear support, emergency personnel and public safety protection, disease prevention and control, livestock transfer and other work.

4.7 Mobilization and participation of social forces

After receiving the fire report, the local people's government or the competent department of grassland fire prevention must immediately organize the local military and civilians to put out the fire. Units and individuals that have received fire fighting orders must rush to the designated place to put out the fire.

Need to send countries to participate in fire fighting, in accordance with the relevant provisions of the "Regulations" to participate in emergency rescue and disaster relief.

4.8 press release

The news media interview is the responsibility of the grassland fire prevention office of the headquarters, which is reviewed and released by the leaders of the headquarters. When necessary, the headquarters will hold a press conference and designate a spokesperson.

4.9 Meteorological services

The meteorological department closely monitors the weather changes, and analyzes and judges the working conditions of weather modification according to the information such as the location, scope and spreading trend of the fire notified by the forest and grassland fire prevention headquarters, which is conducive to organizing artificial precipitation enhancement operations and reducing the losses caused by the fire.

4. 10 emergency end

After the fire is put out and people are evacuated from the fire, the competent department of grassland fire prevention of the city and county shall report to the forest and grassland fire prevention headquarters of the autonomous region. When a particularly serious and extraordinarily serious grassland fire occurs, the forest and grassland fire prevention headquarters of the autonomous region shall, jointly with the emergency office of the autonomous region, make suggestions, and the emergency committee of the autonomous region shall decide to terminate the level I and II response. When a large grassland fire occurs, the office of the forest and grassland fire prevention headquarters of the autonomous region, together with the emergency office of the Municipal People's Government, put forward suggestions, and the emergency committee of the municipal government decided to terminate the level III response. In case of general grassland fire, the county grassland fire prevention headquarters will put forward suggestions jointly with the county government emergency office, and the county emergency committee will decide to terminate the level IV response, turn it into normal work and release it to the public.

The establishment of autonomous regions, cities, counties (districts) and national grassland nature reserves and fire grassland fire prevention communication network and fire emergency communication security system, equipped with communication equipment to meet the needs of fire fighting. Make full use of modern communication means, organically combine wired telephone, satellite telephone, mobile telephone and radio station to provide communication and information guarantee for fire fighting. The communication management department should provide emergency communication support in time according to the needs of fire, so as to ensure the smooth development of grassland fire fighting and rescue work.

5.2 Material reserve

According to the actual needs of grassland fire prevention, strengthen the grassland fire prevention material reserve and fire station construction. Grassland fire prevention materials storage stations at or above the county level mainly store fire extinguishers, fire suits, No.3 fire fighting tools, command vehicles, fire engines, personnel carriers, tractors, field survival equipment and other fire prevention materials.

5.3 Financial guarantee

City and County Finance Bureau shall, according to the "Regulations on Grassland Fire Prevention" and the overall emergency plan of the people's government of the autonomous region, incorporate the funds needed to prevent and respond to grassland fires into the annual financial budget of the government. When dealing with particularly serious and extraordinarily serious grassland fires, give necessary financial support according to the actual situation.

5.4 Technical support

Improve the grassland fire risk forecasting system, formulate technical regulations for monitoring and forecasting grassland fire risk grades, and establish a database for information management of topography and grassland resources. The meteorological department provides technical support such as weather forecast, high fire alarm, fire spread analysis and artificial rainfall. The grassland fire prevention office of the forest and grassland fire prevention headquarters of the autonomous region will improve the information base of grassland fire prevention experts and provide intellectual support for grassland fire prevention and extinguishing.

5.5 Training exercises

City and county grassland fire prevention headquarters shall carry out regular fire prevention publicity and education, and regularly carry out grassland fire fighting command, fighting tactics training and fire safety knowledge training. Strengthen actual combat training and fire-fighting exercises to improve the comprehensive quality and combat capability of fire-fighting teams.
