prevent flooding

The prevention and control of flood disaster includes two aspects: on the one hand, it is to reduce the possibility of flood disaster, on the other hand, it is to minimize the loss of flood disaster as much as possible. Strengthening dike construction, river regulation and reservoir engineering construction are direct measures to avoid floods, and long-term and lasting soil and water conservation can fundamentally reduce the probability of floods. Scientific flood and weather forecast and reasonable flood storage and detention area planning can reduce the loss of flood disasters. Establishing an emergency system for flood control and emergency rescue is the last measure to reduce disaster losses.

Every year around mid-February, the water level in the middle and lower reaches of the Yangtze River is always the lowest. Cheng Haiyun, chief engineer of the Hydrology Bureau of the Yangtze River Committee, said that the Three Gorges Project began to increase the discharge flow in early February, and it has been continuously maintaining the discharge flow of more than 4,000 cubic meters per second when the incoming water is only more than 3,000 cubic meters per second. In the past few days, the Three Gorges Reservoir has replenished 654.38+0.5 billion cubic meters of water for the middle and lower reaches of the Yangtze River. Coupled with the gradual increase in rainfall in Dongting Lake and Poyang Lake basins in the middle reaches of the Yangtze River in February, various adverse effects brought by low water in the middle and lower reaches of the Yangtze River were alleviated in advance.

According to the measured data of the Hydrological Bureau of the Yangtze River Committee, the water levels of Yichang, Shashi, Wuhan and Datong hydrological stations in the upper and middle reaches of the Yangtze River are 0.2- 1.6 meters higher than the lowest water level all the year round, respectively, indicating that the middle and lower reaches of the Yangtze River have stepped out of the extremely bad water situation and the most difficult situation for shipping along the Yangtze River and residents to use water for production and life.

"Without the Three Gorges Project, the current extreme low water situation in the middle and lower reaches of the Yangtze River will be more serious." Jin Xingping, deputy chief engineer of the Yangtze River Water Resources Commission, said that after the Three Gorges Project reached 156 meters, * * intercepted the upstream water 1 1 100 million cubic meters, which became a valuable resource in the dry season and gave the Three Gorges Project a "bargaining chip" to play its comprehensive benefits. (According to Xinhua News Agency) In 2002, some areas in the middle reaches of the Yangtze River were flooded beyond the guaranteed water level. By giving full play to the role of water conservancy projects, strengthening forecasting and scientific dispatching, the losses of flood disasters have been effectively reduced.

In 2003, a severe autumn flood occurred in the Hanjiang River Basin. Through careful dispatching of Danjiangkou Reservoir, the floodgate opening of Dujiatai flood diversion area was avoided, and at the same time, a beneficial attempt was made to recycle the flood, which ensured the safety of Danjiangkou Reservoir and sufficient water storage after the flood, achieving a win-win situation.

In 2004, on the premise of ensuring the flood control safety of the Three Gorges Reservoir and its downstream, the operating water level of the Three Gorges Reservoir was raised in time, giving full play to its storage function and flood discharge capacity in the middle and lower reaches of the Yangtze River, which not only ensured the normal power generation of the Three Gorges Reservoir, but also eased the flood control pressure from Yichang to Shishou in the middle and lower reaches of the Yangtze River.

In 2005, the biggest autumn flood occurred in Hanjiang River Basin since 1983. Relying on the scientific dispatch of modern water and rain information and decision support system, Danjiangkou Reservoir is guaranteed not to be over-stored, and the highest flood level of main stations in the middle and lower reaches of Hanjiang River does not exceed the guaranteed water level. Dujiatai Spillway eliminated the flood obstacles in time and achieved a win-win situation for flood control in the Han River.
