Jinxi County, Jiangxi Province is located in the east of Jiangxi Province, in the middle reaches of Fuhe River, and geographically belongs to the transition zone from Wuyishan to Poyang Lake Plain. Historically, gold and silver were produced here, and the color of the mountain stream was like gold, hence the name "Jinxi". In recent years, due to the slow development of county economy, the county has made great efforts to attract investment and gradually formed the economic development orientation of "China Du Xiang".

In 2002, with the approval of Fuzhou Municipal People's Government, Jinxi Industrial Park was established. In March 2006, the industrial park was upgraded to a provincial industrial park; In 2008, the Industrial Park was awarded as "Jiangxi Spice Industry Base". However, this industrial park, which covers an area of nearly 10 square kilometers, suffers from air pollution because of the close safety protection distance between the production area and the residential area and the illegal discharge and leakage of some production enterprises. "Xiangdu" is not fragrant at all, but it has made the surrounding residents feel "smoky" for many years.

However, one year later, in September this year, Jinxi Industrial Park was once again busy because of air pollution. How are Du Xiang's measures to control air pollution implemented? Recently, the South China Environmental Rapid Response Center, composed of 30 non-governmental environmental protection organizations in South China, sent people to Jinxi Industrial Park for investigation.

Green Society pays close attention to this action of NGOs in South China. What puzzles the Green Society is: why does this industrial park, which the local county party committee and county government have made great efforts to rectify, still disturb the people after one year? What is the reason? In any case, it is really wrong for an industrial park located as "Du Xiang, China" to openly reproduce a large area of odor disturbing people when all provinces and cities in China are fully engaged in defending the blue sky and striving to meet the air pollution standards in 2020.

In terms of air pollution prevention and control, the Green Club not only solicited opinions from experts and actively promoted air pollution control, but also launched environmental public interest litigation several times during 20 16-20 17, bringing environmental public interest litigation against Volkswagen, Chongqing Changan Automobile Co., Ltd. and other institutions, which played a powerful role in urging enterprises to implement pollution discharge measures and put an end to air pollution.

Recently, there has been a lot of information speculation on the Internet about the odor pollution caused by chemical enterprises in Jinxi County Industrial Park, Jiangxi Province. In view of this situation, South China Environmental Rapid Response Center plans to organize an environmental investigation team to conduct an all-round and in-depth investigation of the industrial park with various professional monitoring instruments and equipment, and conduct 24-hour uninterrupted multi-point monitoring of atmospheric emissions.

Reply from Jinxi County Committee Office: After investigation, the main causes of air pollution in this county are:

1. The effective protection distance between the built-up area of the industrial park and the urban area is short. Industrial Park is the development base of spice industry in Jiangxi Province, and its industrial orientation includes fine chemical industry. At present, there are 87 production enterprises in the county, including 39 chemical enterprises. The existing industrial park is far away from the county residential area when planning and constructing. However, with the development of the city and the acceleration of urbanization, the distance between the county and the industrial park has been shortened in recent years, which leads to the failure of the effective protection distance between 1 1 chemical enterprises and residential areas, and some enterprises are located in the windward of the county. In addition, due to the recent smog weather, residents near the surrounding areas smelled the production process of the enterprise.

2. Individual business owners have weak environmental awareness and imperfect environmental protection facilities. Some business owners such as Chenyang Pharmaceutical Co., Ltd. are not strong in environmental awareness, some environmental protection facilities are outdated, and pollution control facilities are not operating normally enough, which sometimes leads to excessive gas concentration in enterprise production.

3. The waste gas pollution is difficult to investigate and collect evidence. Due to the discontinuous odor emission time in the production process of chemical enterprises, the odor intensity is sometimes strong and sometimes weak, and the environmental monitoring means and technical equipment are not advanced enough, so it is difficult to investigate and collect evidence.

Second, remediation measures

1, carry out environmental protection rectification actions. In response to the recent air pollution problems reflected by the masses, Jinxi County specially convened relevant departments and the heads of 39 chemical enterprises to dispatch environmental protection work, conducted collective interviews with perfume daily chemical enterprises, and clearly carried out a one-month special environmental protection rectification campaign in the county. At the same time, instruct the county environmental protection department to organize personnel to intensify inspections from time to time, sort out the list of problems, and order rectification within a time limit.

2. Strengthen supervision and punishment. In order to effectively curb the behavior of individual enterprises using time difference and weather change to stop pollution control facilities or to steal or leak discharge, our county has mainly taken the following measures: First, it signed an environmental commitment letter with 39 chemical enterprises; The second is to give maximum punishment to enterprises that have malicious illegal activities such as stopping pollution control facilities without authorization, cancel all available support policies and expose them in the media; Third, actively organize environmental law enforcement personnel to take night inspections and surprise inspections to strengthen supervision over enterprises. At present, two pharmaceutical and chemical enterprises, Jiangxi Chenyang Pharmaceutical Co., Ltd. and Jiangxi Tianzheng Animal Pharmaceutical Co., Ltd., have been ordered to stop production and rectify environmental protection facilities.

3. Accelerate the improvement of facilities. First, speed up the construction of high-tech ecological park in the west of the city (5 kilometers away from the county seat). It is estimated that the road network of spice chemical industry zone will be in place in August of 20 17, and it will initially have the ability to undertake the transfer and settlement of spice chemical enterprises. At the same time, for industrial parks A, B and C, which are close to the county, it is clear that daily chemical enterprises will no longer be arranged to settle down; Second, in order to effectively solve the problem of boiler tail gas, accelerate the construction of central heating project while eliminating coal-fired boilers with 10 tons and below; The third is to install an "electronic nose" exhaust gas detector to provide authoritative and accurate punishment basis for law enforcement by environmental protection departments, and fundamentally solve the problem of difficult investigation and evidence collection.
