Legal basis: Article 23 of China Civil Aviation Passenger Baggage Transportation Rules states that when a flight is cancelled, advanced, delayed, changed or the carrier is unable to provide the original seat, the passenger requests a refund, the originating station shall refund all the ticket money, and the unused flight segment will be refunded at the stop, and no refund fee will be charged.
