In order to strengthen road traffic management in the main city, ensure road traffic safety, order and smoothness, reduce vehicle exhaust emissions and optimize the atmospheric environment, according to the Law of the People's Republic of China on Road Traffic Safety, the Implementation Regulations of the Law of the People's Republic of China on Road Traffic Safety, the Law of People's Republic of China (PRC) on Prevention and Control of Air Pollution, the Implementation Measures of Hebei Province and the Regulations on Prevention and Control of Air Pollution in Hebei Province and other laws and regulations,

First, the main city restrictions

(1) Restrictions on low emission control zones for freight vehicles

1. The scope of the low emission control zone in the main city.

(1) Within the urban ring road (including the ring road).

(2) East Ring Road (Renmin Road to Hanlin Road, inclusive), north of Renmin Road (Donghuan Road to Qinhuang Street, inclusive), south of Hanlin Road (Donghuan Road to Beijing-Hong Kong-Macao Expressway, exclusive), south of Lian Fang Road (Beijing-Hong Kong-Macao Expressway to Qinhuang Street, inclusive) and Qinhuang Street (Renmin Road to Lian Fang Road, inclusive).

2. Vehicle types, areas and road sections limited to low emission control areas.

(1) medium and heavy trucks, medium and heavy trailers and their tractors, medium and heavy special trucks and low-speed trucks and tractors are restricted from entering the low-emission control zone and the south extension section from Qinhe Street to East Ring Road of Handan-Dalian Highway, the section from Yongnian Street to Chengfeng Road of Zhonghua Street, and the section from West Ring Road to Yongfeng Road of Hanwu Expressway.

If it is really necessary to transport medium and heavy trucks, medium and heavy trailers and their tractors, medium and heavy special operation vehicles and other restricted freight vehicles used to ensure the normal activities of production, life and construction in the main city, and the registered address of the vehicles meets the national emission standards of Grade V and above (using diesel oil) and uses other fuels that meet the relevant policies, regulations and emission standards, it is really necessary to drive into low emission control zones and restricted road sections, and it shall pass through the traffic patrol department of the Municipal Public Security Bureau according to the prescribed time and route.

Other medium and heavy trucks, medium and heavy trailers and their tractors, and medium and heavy special operation vehicles that meet the relevant requirements of the ecological and environmental protection department for motor vehicle emission standards in restricted areas really need to enter the roads in restricted areas, and APPly for temporary passage online through the "Handan Traffic Patrol" app, and pass at the specified time and route.

(2) Diesel trucks with emission standards of Grade IV and below (with total mass of 3.5 tons and above) are prohibited from entering the low emission control zone.

Bypass route

According to the road network around the main urban area of Handan City and the principle of "high-speed first, supplemented by peripheral national and provincial roads", it is suggested that Huang Ka freight vehicles bypass the following routes:

(1) Bypass the expressway

① Via G309 National Road: the vehicles in the east will be transferred from Qinglan Expressway (G22) to Handan East Station via Feixiang tie line; Westbound vehicles were changed from Qinglan Expressway to Handan West Station, a ring expressway.

② Via G 107 National Highway: vehicles from the north turn to Liming Highway (S036 Provincial Highway) via the East Ring Road of Yongnian District, get on the expressway from Yongnian Station of Beijing-Hong Kong-Macao Expressway, and then transfer via the Ring Expressway; Vehicles from the south pass Chengfeng Highway (S3 15 Provincial Highway) and change to the Ring Expressway at LAM Raymond Station.

(2) Bypass national and provincial roads

Freight vehicles passing through Huang Ka can choose to bypass the main urban area of Handan by bypassing the peripheral national highways such as G 107 National Highway, G309 National Highway, Yongfeng Highway, Chengfeng Highway, Liming Highway, Ding Wei Highway, Handa Highway and Hanlin Highway.

2. Handling of Pass

(1) If it is necessary to transport daily necessities to ensure normal activities such as production, living and construction in the main city, use fuels such as gasoline, diesel and natural gas that meet the relevant requirements of the eco-environmental protection department for motor vehicle emission standards in restricted areas, and the registered address of the vehicle is a minivan and light truck within the main city, and it is really necessary to drive into the restricted area, it is necessary to apply for a pass at the Pass Management Office of the Traffic Patrol Detachment of the Municipal Public Security Bureau, and pass at the specified time and route.

(II) Miniature and light new energy trucks (pure electric vehicles, plug-in hybrid vehicles, fuel cell vehicles) with the registered address of Handan City (Hebei D number plate) as stipulated by the state shall apply for a pass at the Pass Management Office of the Traffic Patrol Detachment of the Municipal Public Security Bureau, moderately relax the passage time and scope, and pass according to the prescribed time and route. For vehicles included in the urban green freight distribution demonstration project, priority can be given to pass documents to provide convenient passage.

(3) Other mini and light trucks that meet the relevant requirements of the eco-environmental protection department for motor vehicle emission standards in restricted areas really need to enter the roads in restricted areas, and apply for temporary passes online through the "Handan Traffic Patrol" app, and pass at the specified time and route.

(3) Vehicle restriction regulations of national I and II emission standards

West of East Ring Road (including under the overpass from North Ring Road to South Ring Road, excluding the overpass from East Ring Road to Handa Line), north of South Ring Road (including this road), east of West Ring Road (including this road), south of North Ring Road (including this road) and east of East Ring Road: east of East Ring Road, north of Renmin Road (including this road) and west of Qinhuang Street (including this road).

(4) Provisions on the restriction of national III diesel vehicles without DPF device.

All national three emission standard diesel vehicles without DPF particulate trap system (including national three emission standard diesel freight vehicles with a nuclear load of more than 4.5 tons; Diesel passenger cars, school buses, muck trucks, commercial concrete trucks, postal transport vehicles and city appearance and sanitation vehicles with national emission standards are prohibited in ring highway, and pass management is implemented in the main urban areas of the city.

(5) motorcycle restrictions

1. Restricted area, road section and time

(1) Motorcycles are prohibited from entering the west of East Ring Road (including the North Ring Road down to the South Extension Overpass of East Ring Road, excluding the South Extension Overpass of East Ring Road to Handa Line), the north of South Ring Road (excluding this road), the east of West Ring Road (excluding this road) and the south of North Ring Road (excluding this road) all day.

(2) East of the East Ring Road: motorcycles are prohibited from passing through the area east of the East Ring Road, north of Renmin Road (including this road), west of Qinhuang Street (including this road) and south of Hanlin Road (the section from Leimatai roundabout to Qinhuang Street, excluding this road) for 24 hours.

2. Handling of Pass

(6) Restrictions on gasoline and electric tricycles

To the west of Liu Dong Street (including this road), to the north of Xueyuan North Road (including this road), to the east of Tiexi Street (including this road) and to the south of Lian Fang Road (including this road), gasoline and electric tricycles (except scooters, postal services, express delivery vehicles and water delivery vehicles) are prohibited from passing. The restricted time is: the main road (attached) from 7: 00 to 20: 00. Secondary roads and small streets are allowed to pass at 7: 00-9: 00,11:00-15: 00, 17: 00-20: 00.

Two. Provisions on the administration of passenger vehicles

(3) All units transporting long-distance passenger vehicles and medium-sized and above passenger buses with their own personnel to and from work shall have the consent of the traffic patrol department of the Municipal Public Security Bureau, and shall not stop at will, slow down to attract customers, or set up private stations on urban roads.

Three, electric four-wheeled motor vehicle management regulations

(1) An electric four-wheeled vehicle refers to an automobile driven by an electric motor, and the driving power comes from a vehicle-mounted rechargeable battery or other energy storage devices.

(2) An electric four-wheeled motor vehicle shall go through the motor vehicle registration formalities in the vehicle management department of the public security organ according to law and obtain a legal motor vehicle license plate. Electric four-wheeled vehicles that have not obtained a legal license or are not listed in the announcement of road motor vehicle manufacturers and products of the Ministry of Industry and Information Technology are not allowed to drive on the road.

(3) The driver of an electric four-wheeled vehicle shall obtain a driver's license above C 1 or C2, and shall not drive an electric four-wheeled vehicle without obtaining the corresponding driving qualification.

Four, electric vehicles and pedestrians management regulations

(1) Electric vehicles that meet the national standards for non-motor vehicles must drive in non-motor vehicle lanes, and driving in motor vehicle lanes is strictly prohibited. On the road where motor vehicle lanes and non-motor vehicle lanes are not separated, you should drive on the right side and strictly abide by the relevant laws and regulations on road traffic safety.

Five, motor vehicle parking management regulations

Motor vehicles are parked in the parking berth at the specified time and direction. It is strictly forbidden to park vehicles on motor vehicles and non-motor vehicles in parks, shopping malls, hospitals and other easy-to-block sections. Vehicles that pick up and drop off students during school in front of the school gate should be parked in an orderly and standardized manner according to the requirements of signs and markings, and obey the command and guidance. Motor vehicles that violate parking regulations shall be punished in strict accordance with relevant laws and regulations.

Six, other management regulations

(a) the registered school bus can travel in the urban bus lane, the school bus must abide by traffic laws and regulations, obey the command, and shall not stop at will to get on and off students.

(2) According to the work requirements of the municipal government on the implementation of motor vehicle tail number restriction in the main urban area of this Municipality, motor vehicles are prohibited from passing in the restricted area, and vehicles such as army, police, fire fighting, first aid, emergency rescue (emergency repair), environmental protection law enforcement (supervision), postal express, insurance inspection, rescue, garden sanitation operation, and municipal facilities maintenance are prohibited from passing. Buses, passenger cars, taxis (excluding rental vehicles), commuter cars, school buses, funeral home vehicles, administrative law enforcement vehicles, new energy vehicles (pure electric vehicles, plug-in hybrid vehicles, fuel cell vehicles), special vehicles for the disabled (driven by disabled people), people's livelihood security (fruits and vegetables, rice and flour, agricultural and sideline products, gasoline, diesel, natural gas transport vehicles, domestic garbage, sewage. According to the relevant regulations, if it is necessary to spray the vehicle logo, a unified logo should be sprayed at the obvious position before and after the vehicle, and the relevant department or enterprise unit should hold a valid certificate to the traffic management department of the public security organ for the record. Vehicles that violate the restrictions will be punished on the spot or captured electronically. After the municipal government starts the emergency plan for heavy polluted weather, it shall implement the emergency response measures for heavy polluted weather.

(three) all kinds of motor vehicles in the main city should take the initiative to slow down when passing through the crosswalk; Pedestrians should stop and make way when crossing the crosswalk; When crossing a road without traffic signals, pedestrians should take the initiative to avoid it. At the same time, it is forbidden to honk when motor vehicles pass the roads around schools, kindergartens and other units. They should slow down or stop to make way, pay attention to observation and politely let the students pass first.

(four) when it is really necessary for the special motorcade with advertising nature to pass on the roads in the main city, it shall travel in accordance with the time and route stipulated by the public security traffic patrol department.

(5) In order to ensure the safe and smooth roads and the proper handling of major political, economic and cultural activities and major cases and incidents, the traffic patrol department of the Public Security Bureau may take traffic organization and management measures such as temporarily prohibiting motor vehicles from passing, turning left, turning right and passing in one direction.

(six) shops and shopping malls along the street on both sides of the road in the main city are not allowed to occupy the road for commercial activities at will. Organizing large-scale activities that affect the normal traffic order and vehicle parking along the street shall be carried out within the specified time and area with the consent of relevant departments and public security traffic patrol departments. It is strictly forbidden for any unit or individual to dig or occupy urban roads without approval, which will affect traffic safety and traffic order.

Seven, the original provisions are inconsistent with this notice, this notice shall prevail.

Eight, this notice shall come into force as of July 2020 15, valid for five years.
