Clarify the implementation mode of power users' marketization

Improve the long-term market trading rules, and guide market participants to declare the electricity consumption curve when signing long-term trading contracts, reflecting the prices in each time period. In principle, the peak-valley price difference is not lower than the peak-valley price difference of the time-of-use price in this notice. If the electricity consumption curve is not declared in the market transaction contract or the time-of-use price is not formed, the electricity purchase price at the time of settlement shall be implemented according to the peak-valley period and floating ratio stipulated in the time-of-use price mechanism of this notice.

Third, the job requirements

All localities should dynamically grasp the implementation of the time-of-use price mechanism according to the changes in power load characteristics and the consumption of new energy in our province, evaluate the implementation effect in depth, and study and solve problems in time according to procedures when problems are found.

Power grid enterprises should separately collect and reflect the peak-valley time-of-use tariff income, and the resulting gains and losses should be considered as a whole when the provincial power grid transmission and distribution price is approved in the next regulatory cycle.

Local development and reform departments and power grid companies should carefully organize and arrange, adopt various forms to comprehensively and accurately interpret the electricity price policy, strengthen public opinion guidance, and strive for understanding and support from all parties; Strengthen the early warning in public opinion monitoring, respond to social concerns in time, and ensure the smooth implementation of the peak-valley time-of-use electricity price policy.

This notice shall be implemented as of 202 1 12 1. If the current policy is inconsistent with this notice, the provisions of this notice shall prevail.
