Interim Provisions of Qiqihar Municipal People's Government on Strengthening Fire Management in Windy Days

Chapter I General Provisions Article 1 In order to strengthen the fire control management in windy weather, these Provisions are formulated in accordance with the Regulations on Fire Control in People's Republic of China (PRC), the Notice of the People's Government of Heilongjiang Province on Fire Control Safety in Spring and the Regulations on Fire Control Management in Heilongjiang Province, combined with the actual situation of this Municipality. Article 2 It is the duty of the people's governments at all levels, departments and units and the obligation of the citizens of the city to do a good job in fire control in windy days. Article 3 The term windy days as mentioned in these Provisions refers to windy days of magnitude 5 or above. All units and citizens within the territory of this Municipality shall implement these Provisions. Chapter II Fire Prevention Article 4 Meteorological departments at all levels shall timely and accurately issue gale weather forecasts and warnings, and timely notify the local public security fire control organs of the starting and ending time of the actually observed wind level (the Longjiang Meteorological Observatory in Nianzishan District will notify the Nianzishan District Government). The order to implement or lift the alarm in the urban area shall be issued by the municipal public security fire supervision institution, and the county shall be issued by the local public security organ. Fifth five to six gale weather warning issued, counties, districts, townships, towns, neighborhood offices, neighborhood (village) committees, villages and units shall immediately hang the fire ban flag.

In windy days above level 7, at the same time, people's air defense alarms are used to issue orders to implement or lift the alarms. The alarm is realized by three short sounds, every 15 seconds, with an interval of 10 seconds. Deactivate the alarm to a long tone and play it for one minute. Article 6 Domestic fire, outdoor smoking and open flame operation are prohibited in windy weather above category 5; Indoor production fire should be strictly managed by designated personnel; Areas and units with poor transmission lines should stop sending electricity. On windy days above level 6, all other fires will be stopped except for the production fire that is approved by the public security organ to issue a "hot card". Seventh windy weather, county, district, township, town people's government and street office leaders and police officers should be in accordance with their respective division of labor, in-depth responsibility area, do a good job in fire prevention inspection. Leaders and security cadres of all departments and units should immediately take up their posts, organize and implement various preventive measures, and do a good job in patrol inspection. Residents (village) should supervise each other and take the initiative to assist the local people's government and public security organs to do a good job in fire control. Article 8 In order to ensure that there is enough power to carry out fire safety inspection in windy days, except for cadres of neighborhood committees and retirees organized by county, district, township, town and sub-district offices who wear "security guards" or "on duty" armbands for patrol inspection, some workers who stop production can be transferred from enterprises and institutions to cooperate in windy days, and all units shall not refuse to transfer them. Article 9 On windy days of level 5 to level 6 or above, full-time fire brigades of public security and enterprises enter the second level of combat readiness, and officers and men stop all outdoor activities and dress for combat readiness; On windy days above level 7, full-time fire brigades of public security and enterprises should enter the first-level combat readiness, and officers and men should stop all outdoor activities and dress for standby. All volunteer fire brigades should be put into combat readiness immediately. Article 10 counties, districts, departments and units shall set up large-scale fire fighting headquarters or headquarters in windy days, formulate large-scale fire fighting plans in windy days, conduct fire fighting drills, and implement post responsibility systems for fire alarm, organization, equipment, water source, communication, command and joint defense. Eleventh food processing departments should do a good job of food supply for urban and rural residents in windy days. Chapter III Fire Fighting Article 12 When a fire is discovered, everyone has the obligation to report to the fire brigade by using the nearest communication tools, and any unit or individual must provide convenience for the alarm personnel. Thirteenth public security and enterprise full-time fire brigade after receiving the fire report, should immediately dispatch, concentrate superior forces to put out the fire, to prevent the fire from spreading and causing heavy losses. After the fire is discovered, all volunteer fire brigades should immediately put into battle to put out the initial fire or control its spread. Fourteenth according to the needs of fire fighting, public security fire control institutions have the right to mobilize the manpower and material resources of transportation, water supply, power supply, posts and telecommunications, medical care and other departments, and all departments must obey the mobilization. Fifteenth enterprises full-time fire brigade and voluntary fire brigade to support the fire fighting and rescue costs, such as fuel, fire extinguishing agent and equipment, after verification by the public security fire supervision organs, according to the relevant provisions of the fire fighting and rescue compensation. Chapter IV Awards and Penalties Article 16 Units and individuals that abide by and implement these Provisions in an exemplary manner, report fires in time or actively organize fire fighting to avoid heavy economic losses shall be commended or rewarded by the competent department or the safety committee at a higher level. Seventeenth windy days in violation of fire management regulations, shall be punished by the public security organs. Punishment is divided into warning, fine and detention. Eighteenth one of the following acts, a fine of fifty yuan or a warning.
