Article 1 These Provisions are formulated in order to obtain accurate, reliable, representative, continuous and comparable meteorological data and strengthen the protection of the observation environment of meteorological stations. Article 2 The observation environment of meteorological stations shall be protected by the state. Governments at all levels, enterprises and institutions, local garrisons, people's organizations and the general public have the responsibility to assist local meteorological departments in implementing these provisions and protect the observation environment of meteorological stations to meet the requirements of technical standards. Article 3 The distance between the edge of the ground meteorological observation field of a general station and the surrounding isolated obstacles shall be greater than three times the height of the obstacles; The distance from the rows of obstacles should be more than ten times the height of obstacles; The horizontal distance from the historical highest water level of large water bodies (reservoirs, lakes, rivers and oceans) should be above 100 meters; Tall crops shall not be planted within ten meters around the observation field, and high-voltage lines shall not be erected within fifty meters. Article 4 The distance between the east, south and west sides of a radiation observation field and obstacles shall be more than ten times the height of obstacles. Article 5 The elevation angle of obstacles around the high-altitude meteorological observation field shall not exceed five degrees, and it shall be flat within a radius of twenty meters, and no crops shall be planted; Within a radius of 50 meters, there can be no overhead wires, trees and other obstacles, especially the local prevailing wind direction must be clear and unobstructed; There should be no radio stations or equipment with the same frequency that interfere with radiosonde signals nearby. Article 6 There shall be no fire source within 50 meters around the hydrogen storage and hydrogen production room of the weather station. Article 7 The shielding angle of the main detection direction of weather radar (the main direction of precipitation process) shall not be greater than half a degree; Other directions should not be greater than one degree; There should be no interference source to the radar receiver nearby. Article 8 The protection of the observation environment of meteorological stations shall be included in the urban construction plan, and remedial measures shall be taken if it is not included in the plan. Local urban construction departments and meteorological departments should cooperate vigorously to strengthen the protection of the existing meteorological observation environment. Ninth meteorological stations near the construction of projects that have an impact on meteorological forecast records is prohibited. If an important project that belongs to the overall urban planning must be built and cannot be avoided, the relevant departments of local meteorology and urban construction planning shall jointly select the site in accordance with the technical requirements specified in Articles 3 to 7 of these Provisions, and report to the competent meteorological department at a higher level for approval. The construction unit shall be responsible for the relevant procedures for the relocation of meteorological stations and bear all the relocation expenses. At the same time, before the construction of the old site starts, it is necessary to carry out one-year comparative observation at the old and new meteorological observation stations. Tenth without the consent of the meteorological department, building houses, planting tall plants and erecting electric wires near meteorological stations, which cause damage to the observation environment, must be cleared within a time limit. The land occupied by meteorological stations shall be returned. Whoever destroys the meteorological observation environment and constitutes a crime shall be dealt with by judicial organs according to law.
