Regulations of Inner Mongolia Autonomous Region on Meteorological Disaster Prevention
Meteorological disaster prevention as mentioned in these Regulations refers to the monitoring, forecasting, early warning, prevention, disaster reduction and rescue activities of meteorological disasters. Article 4 The prevention of meteorological disasters shall follow the principles of giving priority to prevention, combining prevention with resistance, overall planning, division of labor and cooperation, and graded responsibility. Article 5 People's governments at or above the county level shall strengthen their leadership over meteorological disaster prevention, establish and improve the command and coordination mechanism for meteorological disaster prevention, incorporate meteorological disaster prevention into the national economic and social development plan at the same level, include the required funds in the financial budget of the people's government at the same level, and gradually increase investment according to the level of social and economic development. Article 6 The competent meteorological departments at or above the county level shall, under the leadership of the competent meteorological departments at higher levels and the people's governments at the corresponding levels, be responsible for meteorological disaster monitoring, forecasting, early warning, meteorological disaster investigation and evaluation, weather modification and lightning protection within their respective administrative areas; Assist relevant departments in monitoring, forecasting, early warning and disaster reduction of meteorological derivative and secondary disasters.
Other relevant departments shall, in accordance with the provisions of laws and regulations and their respective responsibilities, do a good job in meteorological disaster prevention. Article 7 The autonomous region encourages and supports scientific and technological research on meteorological disaster prevention, and promotes advanced meteorological disaster prevention technologies.
People's governments at all levels shall commend and reward units and individuals that have made outstanding contributions in meteorological disaster prevention. Article 8 People's governments at all levels and their relevant departments shall, in various forms, publicize and popularize laws, regulations and knowledge on meteorological disaster prevention to the whole society, and enhance the public's awareness of meteorological disaster prevention and their ability to avoid risks, avoid disasters, save themselves and each other and respond to emergencies. Chapter II Defense Planning and Facilities Construction Article 9 The people's governments at or above the county level shall organize the competent meteorological departments at the corresponding level and other relevant departments to formulate plans for the prevention of meteorological disasters in their own areas, and report them to the people's government at the next higher level for approval before implementation.
Meteorological disaster prevention planning shall include the following contents:
(a) the status quo and development trend of meteorological disasters;
(two) the principles and objectives of meteorological disaster prevention;
(3) Meteorological disaster-prone areas and key defense areas;
(4) Planning of meteorological disaster prevention engineering measures;
(5) Planning of non-engineering measures for meteorological disaster prevention;
(6) Meteorological environmental impact analysis;
(seven) other contents stipulated by laws and regulations. Article 10 The compilation of land use planning, urban and rural construction planning, regional and river basin construction development and utilization planning, as well as special plans for industry, agriculture and animal husbandry, forestry, water conservancy, transportation, aviation, tourism, communication, energy, environmental protection and natural resources development shall be linked with meteorological disaster prevention planning. Eleventh competent meteorological departments of the autonomous region shall, jointly with relevant departments, formulate the overall plan for the construction of meteorological disaster monitoring network in the autonomous region, and organize the implementation after being approved by the people's government of the autonomous region. The people's governments at or above the county level shall, according to the overall planning, organize the establishment of meteorological disaster monitoring networks within their respective administrative areas.
Meteorological disaster monitoring stations and corresponding meteorological detection facilities shall be established in key areas of cities, rural areas, pastoral areas and forest areas, important facilities such as airports, railways, highways, water conservancy and energy, and key projects of the state and autonomous regions. Meteorological disaster monitoring stations set up by various departments and their corresponding meteorological detection facilities shall be incorporated into the overall layout of the meteorological disaster monitoring network in their respective administrative areas, and unified supervision and guidance shall be implemented by the competent meteorological departments. Twelfth people's governments at or above the county level shall, according to the needs of meteorological disaster prevention, build emergency mobile meteorological facilities. Thirteenth people's governments at or above the county level shall set up facilities to receive and broadcast meteorological disaster warning information in towns, villages, schools and other prominent positions.
Airports, railway stations, highways, tourist attractions and other places should have the conditions to receive and broadcast meteorological disaster early warning information in time. Fourteenth meteorological disaster prevention facilities are protected according to law, and no unit or individual may occupy or damage them. Meteorological disaster prevention facilities include: meteorological disaster monitoring stations and their facilities, emergency mobile meteorological facilities, and meteorological disaster early warning information receiving and broadcasting facilities.
When meteorological disaster prevention facilities are damaged due to force majeure, the local people's government shall promptly organize forces to restore and ensure the normal operation of meteorological disaster prevention facilities. Chapter III Monitoring, Forecasting and Warning Article 15 The competent meteorological departments at or above the county level shall organize and carry out joint monitoring of meteorological disasters across regions and departments, so as to provide decision-making basis for the people's governments at the corresponding levels to organize and defend against meteorological disasters.
The member units of joint monitoring of meteorological disasters shall be determined by the people's government at the corresponding level. Sixteenth competent meteorological departments shall establish a meteorological disaster information sharing platform in conjunction with the member units of the joint monitoring of meteorological disasters.
The member units of meteorological disaster joint monitoring shall provide meteorological and hydrological information, drought, forest and grassland fires, geological disasters, pests and diseases, environmental pollution, epidemic situation and other disaster monitoring information related to meteorological disasters to the meteorological disaster information sharing platform in a timely and accurate manner according to law.
