First, before stopping the construction, the construction unit shall go through the formalities of suspension of construction with the local construction administrative department, and submit the safety supervision report and safety measures for suspension of construction.

Second, it involves major livelihood projects, safety production and emergency rescue tasks or other projects that really need to continue construction. It is necessary to formulate practical construction measures and submit construction application forms, which will be submitted by the construction unit to the project construction administrative department for review, and construction can only be started after verification and consent.

Three, during the shutdown, to do a good job in safety inspection, the construction unit should strengthen on-site management, eliminate temporary electricity, scaffolding, lifting equipment, foundation pit engineering, formwork engineering, fire and other accidents; Field dust control measures must be in place.

Four, during the shutdown, all responsible units to implement the site safety responsible person, implement the leadership shift, vigil on duty, fire control system, formulate emergency plans, do a good job of fire prevention, theft prevention and poisoning prevention, in case of emergency, immediately report to the administrative department in charge of project construction.

Five, during the shutdown, all responsible units should strengthen safety education and training, actively carry out enterprise technical personnel training, so as to learn while shutdown, pay special attention to the safety education of left-behind personnel on the construction site, and effectively improve safety awareness and preventive ability.

Construction administrative departments at all levels should strengthen spot checks on shutdown projects and applications for continued construction projects, focus on hidden danger investigation, on-duty accommodation, safety in production, and severely investigate and deal with problems such as failure to implement shutdown measures, imperfect construction measures, and unauthorized construction, so as to ensure the safety, order and stability of all work.
