Li Zechun,/kloc-0 was born in Nanjing, Jiangsu Province in June, 1935;/kloc-0 graduated from Nanjing No.1 Middle School in June, 1948;/kloc-0 graduated from the Department of Geophysics, Peking University, majoring in weather and dynamic meteorology in June, 1948; and served as the deputy director of the National Meteorological Center from June, 1948 to June, 1996. 1987 was awarded as a senior engineer; 1995 was elected as an academician of China Academy of Engineering. He is currently the chairman of Beijing Meteorological Society, the executive director of Beijing Science and Technology Association, and the doctoral supervisor of Nanjing University of Information Science & Technology and China Meteorological Science Research Institute. Academician Li Zechun has been working in the front line of weather forecasting business system construction and scientific research for decades. His main contribution is that, as the organizer and main participant, he created the first numerical weather forecasting operational system in China and established the national short-term numerical weather forecasting operational system. He organized and assisted the Beijing Meteorological Bureau to establish a mesoscale short-term (6-24 hours) weather forecast system. In view of the problems in practical work, especially the demand of the government and the masses for weather forecast, combined with the guidance of graduate students, the research on improving the accuracy of short-term weather forecast was carried out. During the Sixth Five-Year Plan period, the key project "China Short-term Numerical Weather Forecast Operational System" of the Meteorological Group of the State Planning Commission was put into operation and won the first prize of the National Science and Technology Progress Award 1985. During the "Seventh Five-Year Plan" period, it undertook the major engineering project of the State Planning Commission, the expansion project of Beijing Meteorological Center (adding medium-term numerical weather forecast service) and the key scientific and technological research project of the State Science and Technology Commission, the research on medium-term numerical weather forecast. The project was completed and put into operation in 1993, and won the second prize of national scientific and technological progress in 1995. During the "Eighth Five-Year Plan" period, the key scientific and technological research project of the State Science and Technology Commission, "Study on Monitoring and Forecasting the Severe Weather of Typhoon and Rainstorm in China", won the second prize of the National Science and Technology Progress Award 1997. During the Ninth Five-Year Plan period, he undertook the key scientific research project "Application of Parallel Computing in NWP" of China Meteorological Bureau, and won the second prize of National Science and Technology Progress Award in 2000. He Li Award 2001; In 2004, he won the Science and Technology Contribution Award of China Meteorological Bureau. He put forward the concept of data management automation, which completes the automatic transmission of meteorological data and computers through satellites, and the information sent by automatic observation stations and meteorological satellites is directly sent to large computers for calculation, so as to analyze and predict weather changes and minimize human errors, thus greatly improving the speed and accuracy of weather forecasting in China. In recent years, he has participated in the consulting research of China Academy of Engineering: for example, Qian presided over the major consulting project of the National Academy of Engineering "Study on Water Resources Allocation, Ecological Environment Construction and Sustainable Development Strategy in Northwest China" and served as the deputy head of the special group that presided over the project "Evolution and Development Trend of Natural Environment in Northwest China"; Presided over the consultation project on comprehensive major issues in the 11th Five-Year Plan compiled by the National Development and Reform Commission: the topic of "Agricultural Resources Guarantee and Environmental Security" in the topic of "Research on Major Issues of China's Agricultural Development during the 11th Five-Year Plan"; He is in charge of the topic "Historical Evolution of Natural Environment in Northeast China and the Influence of Human Activities" in the national consulting project "Study on Land and Water Resources Allocation, Ecological Environment Construction and Sustainable Development Strategy in Northeast China". Undertake the task of being a member of the 973 consulting expert group of the Basic Division of the Ministry of Science and Technology, and follow up and evaluate the project 10 973, involving meteorology, earthquake, ocean and other fields. A lot of consulting work has been done for the construction of operational systems of meteorological departments in various provinces.
