Most of the casualties were students from nearby universities. This vicious incident prompted the government to make up its mind to strengthen the supervision of Internet cafes. Soon, the "Regulations" were promulgated, and the "self-determined" business hours of Internet cafes were replaced by "zero-point disconnection".
