For administrative approval matters that have been announced and reserved, the implementation conditions, approval procedures and time limit requirements must be clarified, and the work processes and management standards of each link must be improved to further improve the efficiency and quality of approval; for administrative approval matters that have been decentralized, relevant municipal departments shall no longer implement At the same time, it is necessary to strengthen supervision and guidance, realize the downward shift of the focus of management, achieve decentralization of power, and ensure that supervision and service standards are not lowered; canceled administrative approval items must not be retained or restored in disguise to prevent the number of approval items from being reduced and increased at the same time. It is necessary to establish and improve the follow-up supervision system, formulate supporting measures, and strengthen daily supervision and services for matters that are no longer regarded as administrative approval and are adjusted to other administrative powers. The time limit, method and requirements should be reviewed and reported accordingly.
All districts and departments must continue to deepen the reform of the administrative approval system and increase the level of streamlining administration and delegating power in accordance with the requirements of deepening the reform of the administrative system, accelerating the transformation of government functions and the goals of zero obstacles, low cost and high efficiency.
