What is behind the government's prosecution of parents?

Although the right to receive compulsory education is protected by law, in our judicial practice, it is rare for the government to inform parents. Behind this lawsuit against children, a series of complicated problems have yet to be solved.
Why do children who should have received compulsory education insist on dropping out of school?
After dropping out of school, the school and the town government sent staff to persuade from door to door, but some children still insisted on dropping out of school.
This boy named Ji Wang is 17 years old. He lives in Group 2, Wangzha Village, Zhongpai Township. He walked 26 kilometers along Panshan Road from school and needed to cross about 500 meters above sea level. It takes more than four hours to walk there. Before that, he walked back and forth between school and home twice a month.

For Wang Ji, the main reason for dropping out of school is economic poverty-such a reason cannot be recognized by the Zhongpai township government. Going out to work is a common way out for children who drop out of school. Working 12 hours a day in the parts processing factory can bring Wang Ji more than 3,000 yuan in income. Li, a native of Rainbow, dropped out of school to work deeply, earning more than 2,000 yuan a month. Apart from rent and some basic expenses, she can send home 2500 yuan every month.
For these long-term poor families, the monthly income of two or three thousand yuan can improve the quality of life to a considerable extent.
It is obviously more attractive to go out to work. Between continuing to study and dropping out of school to work, these children are more willing to make choices that are more conducive to the present.
After the lawsuit, the children and parents were ungrateful.
During the two-day trial, more than 400 villagers came to attend. In the end, the two township governments reached a settlement with the eight parents of the defendant, who promised to let their children complete compulsory education. But what all parties didn't expect was that after the lawsuit ended, five dropouts in Lajing Town still didn't return to school.
Zhang Yin is the chairman of Zhongpai Township People's Congress, focusing on education. In this case, he is the agent of the plaintiff Zhongpai Township Government. He knows China's traditional principle of "not litigating easily", and he wouldn't want to resort to litigation if it weren't for the helplessness of dropping out of school.
What makes Zhang Yin feel embarrassed and embarrassed is that he tried to protect his children's right to receive compulsory education by legal means, but the children and parents were ungrateful.
After the trial, Yang Qingwen, the headmaster of Lajing Middle School, went to the village four times. At first, the students had some resistance, but later they simply ignored him. Some parents ask for leave from the teacher on the grounds of "poor health"; Some parents simply stop talking about going to school.
In order to get children back to class, Zhongpai Township has adopted a "three-step strategy". The first step is to publicize the law, the second step is to persuade them to return to China, and the third step is to impose administrative punishment on the families of students who refuse to return to China according to the Administrative Punishment Law. The so-called administrative punishment is to fine 200 yuan. If the fined family is a low-income household, the minimum living guarantee will be suspended, and if the family enjoys the policy of benefiting farmers, the comprehensive direct subsidy will also be suspended.
Parents don't seem to understand the painstaking efforts of government workers. In their view: there are so many people around you who don't go to school and drop out of school. Why do you always cling to yourself?
As the object of protection in litigation, children are also deeply dissatisfied with the outcome of litigation. Some of them passively returned to the classroom, but they still didn't want to study. They are very rebellious and puzzled: What does dropping out of school have to do with the government? This effect seems to deviate from the original intention of litigation, and it also makes the road of "protecting minors from education" difficult.
Where is the way back to school?
Teachers in the school know very well that letting children sit in the classroom does not mean realizing the significance of education. How to guide these children who can't find confidence in their studies to have a sense of gain in school, how to give them more help and attention, and how to make them willing to stay in the classroom for education are also more important. However, there is a lot of helplessness in reality.
Li Da (pseudonym) of Lajing Middle School dropped out of school for a year and a half, and it was too painful for him to study. Li Da said that he couldn't understand what was said in class, and the teacher's accusation that he was "not smart or stupid" made him even more timid.
It can be seen that letting students return to the classroom is not as simple as sending students back to school. It is a comprehensive factor, which not only stimulates students' enthusiasm for learning, but also needs to adjust the teaching staff to enhance the overall attraction of the classroom.
In middle schools, the current teacher-student ratio is 1: 20, which is much lower than the normal value 1: 13.5, that is to say, one person has to do two people's work, and teachers are overloaded. The shortage of teachers is not only reflected in the number, but also the attraction of rural middle schools in the depths of these mountains to outstanding talents is extremely limited. When these children return to school, the most fundamental problem is how to let them find their learning goals and see their own way out.
The scheme adopted by the local government is graded resettlement. If you don't want to go back to school to learn culture and are willing to receive vocational education, you can send your children to vocational schools for free and learn a skill to settle down. After being persuaded by the local government and school, Li Da finally returned to school after a year and a half of suspension.
At present, according to the teacher level of Lanping Vocational School, 200 people can be recruited a year. But in recent years, it has never been full. In the local area, the concept of education is still primitive and the level of knowledge is relatively backward. Many parents and children don't know what vocational education is about, and even have many misunderstandings. They think that "hotel major" means that children will drink and get drunk every day. Although it is a good exploration to find a way out for children, it will take time to break through the cognitive limitations of parents and popularize vocational education.
After this lawsuit, many people are asking children why they dropped out of school. But for these children and parents who drop out of school in the depths of the mountains, what they want to know more is, where is the way out for their children after returning to school? Only by answering this question and trying to find a way for them to get rid of poverty and move towards the future will the phenomenon of dropping out of school not happen again and again.
