Provisions of Hangzhou Municipality on the Administration of House Numbers

Article 1 These Provisions are formulated in accordance with the Regulations of the State Council Municipality on the Administration of Place Names and the Measures of Hangzhou Municipality on the Administration of Place Names, combined with the actual situation of this Municipality, in order to strengthen the administration of house numbers in this Municipality, realize the standardization and standardization of house numbers, and meet the needs of social and economic development and people's life. Article 2 These Provisions shall apply to the compilation and management of doorplates within the administrative area of Hangzhou. Article 3 The competent department of place names of Hangzhou Municipal People's Government is in charge of the management of the city's house numbers. District, county (city) people's government department in charge of place names is responsible for the management of the area. The number management of Hangzhou Economic and Technological Development Zone, Hangzhou Hi-tech Industrial Development Zone and Hangzhou Zhijiang National Tourism Resort is the responsibility of the specialized agencies designated by the Development Zone and Resort Management Committee, and the business is guided by the municipal place name department. Article 4 The house numbers mentioned in these Provisions include building house numbers, residential house numbers and unit house numbers, and the number of households and floors of high-rise buildings. Fifth all buildings and residential buildings within the scope of this Municipality must be provided with doorplates.

The numbers of buildings and residential buildings shall be compiled by the construction unit or the property owner to the local district/county (city) department in charge of place names. Article 6 The competent department of place names shall make a decision on the establishment within 15 working days from the date of accepting the application for the establishment of house numbers. Special circumstances can not be compiled, it shall explain to the applicant and take temporary measures to prepare temporary doorplates to ensure that units and individuals who need to use doorplates contact the outside world.

Temporary doorplates must obey the unified compilation and management of official doorplates. Article 7 The house numbers (including temporary house numbers) compiled by the competent department of place names according to law are standard place names, and the House Numbers are uniformly issued by the competent department of place names. No unit or individual may change it without authorization.

The competent department of place names shall, within 30 working days from the date of making the decision on the compilation, inform the relevant administrative departments of public security, real estate, land, urban construction, postal services, planning, municipal appearance and so on in writing. When handling relevant matters, the relevant administrative departments shall require the relevant units and individuals to show their house numbers, and the house numbers determined on the house numbers shall prevail. Article 8 Where the house number needs to be changed or revoked, the applicant shall apply to the local district, county (city) place name authorities for relevant procedures with the house number, and the place name authorities shall make a decision within 15 working days from the date of accepting the application. Article 9 The compilation of house numbers shall be scientific, standardized and orderly, and the same number, missing number and jumping number shall not be allowed. Tenth specific measures for the compilation of city house numbers:

(a) the numbers on both sides of the road are numbered continuously from east to west and from south to north, with single left and double right. If the road is not in the east-west direction or the north-south direction, the road near the east-west direction is numbered from east to west, and the road near the north-south direction is numbered from south to north.

(II) The main roads extending from the urban area to the suburbs shall be numbered from the urban area to the suburbs, and the roads or buildings and residential buildings extending on both sides of the main roads shall be numbered with the main roads as the starting point.

(3) For roads with short length, few buildings on both sides or natural geographical entities such as rivers, green spaces and parks on one side, the compilation of house numbers can be numbered freely and continuously.

(4) The compilation of house numbers on both sides of the road should basically correspond. The main roads in urban areas shall be numbered every 3-5 meters, and the suburban and suburban junctions shall be numbered every 10-20 meters along the road. If there is no unit or related building, the reserved number shall be prepared. Shorter lanes, lanes and lanes can be determined according to the actual situation.

(5) If the unit or related building using the house number occupies a large distance on one side, the assembled house number can be adopted, and the compilation method is "XX Road Number -XX Number".

(six) the word "branch" is not used on both sides of the main road. For lanes and lanes whose length is less than 100 meters from one side of the main road and the other end is not connected, the names of lanes and lanes shall be based on the road house numbers, or the road house numbers shall be continuously coded inward.

(7) In closed residential areas, residential buildings along roads are numbered according to road names, independent entrances and exits of residential buildings along non-roads are numbered in sequence, and residential buildings in open residential areas are numbered from east to west or from south to north.

(eight) the unit number of buildings and residential buildings shall be compiled in the order from east to west or from south to north. Each unit is compiled as an independent portal, and the unit number is compiled from bottom to top, from east to west or from south to north.

(nine) residential buildings along the road, the shops and households at the bottom are compiled according to the name of the road, and the residential buildings above the bottom are compiled in order; There are fewer residential buildings along the street, which are juxtaposed on one side of the road, and the road house number can also be the residential building number.

(ten) high-rise buildings should be set up floor number, continuous numbering from bottom to top.

(eleven) the garage, public facilities and special buildings in residential areas need to use the number, and the competent department of place names shall compile the number according to the actual situation.

The compilation of rural doorplates shall refer to the compilation method of urban doorplates. Eleventh the competent department of place names shall, according to the actual situation, do a good job in the planning and compilation of road house numbers under construction or planning. Article 12 After the compilation of house numbers is completed, the competent departments of place names at all levels shall timely summarize and file the house numbers, keep the house numbers intact, and provide inquiry services.
