Fengtou Reservoir is located in Fengtou Village, Mapu Township, Yunxiao County. It is a large-scale reservoir with leading control in the upper reaches of Zhangjiang River. The rainwater collection area of the reservoir is 333 square meters, with a total storage capacity of 177 million cubic meters. It is a large-scale reservoir project that supplies water to Yunxiao and Dongshan counties. Since the reservoir capacity is very considerable, the Zhangzhou Municipal Party Committee and the Municipal Government have set up a leading group for Gulei regional water diversion project since August 21 to plan to divert water from Fengtou Reservoir to Gu Lei Development Zone. "Gulei Regional Water Diversion Project" starts from Fengtou Reservoir in Yunxiao County and ends at the planned Gulei No.2 Water Plant, with a water diversion scale of 4, tons/day. The total length of the water transmission line is 49.59 kilometers, with a total investment of 587 million yuan. It is expected to be completed in two years.

Longgang Community (Gu Lei Resettlement Area) in Gu Lei, which is currently under construction, is one of the start-up projects of Gu Lei Xingang City. It is located in Du Xun Town, Zhangpu County, with a planned land area of 1,564 mu and a planned total investment of about 4 billion yuan. According to the principle of "complete functions, perfect facilities, convenient living, beautiful environment and integrated security", the project will build public service facilities such as residential quarters, hospitals, schools, supermarkets, financial institutions and hotels to meet the needs of people's relocation and resettlement and the arrival of foreign population in Gulei Taiwan Province Petrochemical Industrial Park. At present, the Longgang Community (Phase I) project covers an area of 2 mu, with a construction area of 25, square meters and a planned investment of 5 million yuan. The project was fully launched in August this year, and now it has invested 36 million yuan. Gu Lei Port Economic Development Zone has a planned total area of 278 square kilometers and a planned total land area of 116.68 square kilometers, including 75.58 square kilometers of land area and 41.1 square kilometers of sea area. The low population density in the region is conducive to building an important petrochemical industrial base in Haixi. At this stage, the petrochemical industrial park plans to build 15 million tons/year oil refining plant, 2 million tons/year ethylene plant, public works, docks and downstream plant devices, and plans to build petrochemical upstream, middle and downstream plant devices such as ethylene glycol, styrene, vinyl acetate and ethylene oxide, with a total investment of about 1 billion yuan. It is planned to be completed within five years, with an annual output value of 2 billion yuan. Petrochemical Park plans to build three sets of large-scale refining and chemical integration projects. With the strong support of relevant central ministries and commissions, the construction of supporting facilities and petrochemical start-up projects in the park is progressing smoothly. Two projects with a total investment of 18.8 billion yuan, namely, Tenglong Aromatics Project with an annual output of 8, tons of para-xylene (PX Project) and Xianglu Petrochemical Project with an annual output of 1.5 million tons of purified terephthalic acid (PTA Project), have completed a total investment of 13.6 billion yuan and will be basically completed by the end of this year. Three petrochemical projects under construction, namely Tenglong Aromatics PX, Xianglu Petrochemical PTA and Haishunde Special Oil, will be completed within this year, and new breakthroughs are expected in the preliminary work of refining and chemical integration projects. Haishunde Special Oil Product Project is a provincial and municipal key industrial project, which was built by Beijing Haishunde Group and Zhongduo International Investment Co., Ltd. with an investment of 1.1 billion yuan, and is expected to be put into production in March next year. The project takes the raffinate oil and vacuum residue of Tenglong Aromatics (Zhangzhou) Co., Ltd. as raw materials, and plans to produce 45, tons of various environmental-friendly solvent oils and 1 million tons of high-grade road asphalt each year. It is estimated that the annual sales income will be 8 billion yuan and the tax will be 6 million yuan. Haishunde special oil product project adopts international advanced technology and has high added value. Among them, environmentally friendly solvent oil can be widely used in petrochemical, food, medicine, rubber tires and other industries; The asphalt project adopts Shell's advanced asphalt modification technology and process to produce No.7 and No.5 asphalt, which are in short supply in China, and can partially replace imported products, which will fill the gap that there are no large-scale high-grade road asphalt production enterprises in Fujian Province.
