In order to further meet the needs of people's production and life and promote the recovery and development of the cultural tourism industry in our province, according to the requirements of the Notice of the General Office of the Ministry of Culture and Tourism on Actively Responding to the COVID-19 Epidemic and Further Strengthening the Management of Inter-provincial Tourism (Lv Wen Power Generation [2021] No.214), combined with the current epidemic prevention and control situation in COVID-19, our province, the relevant matters concerning the orderly recovery of travel agency business are hereby notified as follows:
I. Scope of business
From now on, travel agencies and online travel enterprises in the province will be resumed to operate inter-provincial team travel business and "air ticket+hotel" travel business. However, tour groups are not allowed to travel to provinces (autonomous regions and municipalities) where high-risk areas are located, and tourism teams from provinces (autonomous regions and municipalities) where high-risk areas are located are not allowed.
Second, the epidemic prevention work requirements
(a) the implementation of the main responsibility. All business units should fully implement the main responsibility of epidemic prevention, fulfill the main responsibility of enterprises in accordance with the principle of "who organizes, manages and is responsible", and strictly do a good job in epidemic prevention and control in attracting tourists and organizing reception; The legal representative or principal responsible person of the unit is the first responsible person for epidemic prevention and control, establishing a full-time responsibility mechanism for epidemic prevention and control, formulating an emergency plan for epidemic prevention and control in COVID-19 and conducting drills; During the travel period, if there is an epidemic situation or a suspected infection case in the place of travel, it is necessary to adjust or cancel the trip in time in strict accordance with the requirements of the local epidemic prevention and control agency, stop tourism activities, and cooperate with relevant departments to do a good job in personnel information reporting and health monitoring; It is necessary to carry out health monitoring and pre-job epidemic prevention training for all staff, strictly implement the requirements of "wearing masks, washing hands frequently and keeping a distance", and tour guides should have the necessary prevention and control knowledge and disposal ability.
(2) Strengthen on-site management. All tourist attractions should implement ticket reservation system and non-contact payment to reduce crowd gathering and ensure that tourist information can be inquired and tracked; Strictly implement the requirements for prevention and control of key places and key facilities in scenic spots. For projects and places that are easy to form people gathering, it is necessary to strengthen local health management and prevention and control measures, and strictly implement diversion measures to prevent people from gathering instantly; It is necessary to urge public cultural places, performance places, song and dance entertainment, games and entertainment, tourist attractions (including built-in performance places) and other cultural tourist places within their jurisdiction to implement epidemic prevention and control measures such as wearing masks, scanning codes, measuring temperature, checking trips, and making a good job of cleaning, disinfection and ventilation. Close the business premises in time and strengthen the follow-up management of employees' health to ensure foolproof.
(3) Strengthen the protection of tourists. During the tour, tour guides should remind tourists to do personal protection, maintain good hygiene habits and be civilized tourists. If there are suspected cases or confirmed cases during the travel, the tourism team should immediately start the emergency plan, report to the local disease control agency in time, and properly handle them. After the tour leader leads the tour group, he should register the relevant logs and save the detailed information of all the tourists in the group.
Third, strengthen industry supervision.
Local cultural tourism authorities should firmly establish the concept of "people-oriented, life first", strengthen industry supervision, guide travel agencies and online travel enterprises to strictly implement the requirements of the Provincial Center for Disease Control and Prevention's Guide to Prevention and Control Measures for Orderly Resuming Business of Travel Agencies, and do a solid job in epidemic prevention and control. Supervise the travel agencies within their jurisdiction to strictly follow the national and provincial epidemic prevention and control requirements, strengthen risk judgment, rationally plan routes, scientifically arrange team trips, scales and travel time, carry out tourism activities in different periods, batches and regions, and require tourists to truthfully inform personal health information related to tourism activities when registering, show health codes and travel information, and check again before going out. Travel agencies within the jurisdiction are required to master and inform the contact information of tourist destinations, health departments and designated medical institutions to ensure that service personnel such as tour guides know. It is necessary to urge star-rated hotels to strengthen epidemic prevention and control, strictly disinfect tableware, advocate non-contact ordering and checkout, suggest using public chopsticks and spoons, remind them to keep their distance when eating, and wear masks when not eating. It is necessary to strengthen inspections. If the prevention and control measures are not implemented in place, we will resolutely suspend business for rectification immediately.
