Dare you live in such a room? Where is the difficulty of governance?

Near the New Year, the short rent market in the form of B&B is hot. Because you can choose a house online, pay electronically, unlock your password and check in with your bag, the landlord and tenant don't even have to meet, and the online short rent's "* * * accommodation" format has developed rapidly.

Previously, Xinhua News Agency reporters had found that there were problems in the field of online short rent, such as check-in registration, fire safety and housing qualification. Recently, the reporter conducted a follow-up investigation and found that related problems still exist.

The multi-network short rent platform has not yet implemented the responsibility of checking the identity of residents.

According to the data of the National Information Center, in 20 18, the national accommodation transaction scale was about 165 billion yuan, an increase of 37.5% over the previous year, and the number of tenants reached 79.45 million. There are about 3.5 million domestic houses that mainly enjoy accommodation platforms, an increase of 16.7% over the previous year, covering nearly 500 cities in China. The problem of sign-in loopholes has always existed in this field.

In recent years, Zhejiang, Guangdong, Hebei and other places have successively issued regulations, requiring relevant network platforms to verify whether the identity of check-in passengers is true. Some online short rent platforms also claim to cooperate with the police to verify the identity of some urban residents through face recognition technology and smart door locks. However, the reporter's investigation found that relevant loopholes still exist.

In the second half of this year, the reporter booked the short rent house twice on the online platform "Airbnb". After paying the fee, the landlord only asked the reporter for an ID photo. Until check out the next day, no one contacted the reporter for identity verification. 65438+At the beginning of February, the reporter logged on the same platform to book a room in Tianjin. After paying online, he only needs to provide the landlord with an ID number, and then he can unlock the room directly with the password.

A few days ago, a reporter logged on the platform of Piggy short rent and asked many homeowners if they could move in without an ID card. Some homeowners say "just say the ID number", while others say "you can issue a photo of your ID card" or "you don't need to check your ID card". Since then, the reporter has booked a room in Chaoyang District, Beijing through the platform, and no relevant verification has been carried out from check-in to check-out.

The reporter learned from the police that there are many hidden dangers in the network short rent. Since the beginning of this year, Anhui police have inspected about 506 short-term rental houses of various types, including 9 gambling dens involving pornography, and arrested more than 40 suspects of various types; In Zhejiang, Chongqing and other places, there are also cases in which criminal suspects stay in the network short rent.

There are many hidden dangers of fire safety and housing qualification problems in short rent houses booked online.

The reporter's field visit found that some houses in short rent were not equipped with fire extinguishers, smoke masks and other fire-fighting equipment, and some places even pulled wires privately, which easily caused fires. In Beijing, the residential area where the reporter booked the room from short rent Platform of Piglet was built around 1999. The facilities in the building are old and aging, the corridor is dimly lit, and a lot of sundries are piled up. The reporter found no fire emergency equipment and evacuation schematic diagram in the room. In August this year, Yancheng police found that many houses in short rent had no fire safety facilities.

Non-compliance of platform houses also occurs from time to time, and non-short rent houses and partitioned houses can be seen on the platform. The reporter booked the room through "Little Pig short rent" and found that the information on the network platform was inconsistent with the actual situation. The reporter saw on the spot that the original living room of the room in the platform picture was divided into two rooms, and half of it could be seen from the balcony separated from one room, which was a room that was forbidden to be separated. Seeing that the reporter expressed concern about the safety of the house, the landlord said, "If someone comes to check, we will change your room and we will handle the rest."

Another consumer told reporters that he booked a short-term rental house in short rent at the end of July this year, but in fact he was not allowed to rent a long-term apartment in short rent according to regulations. Therefore, being questioned by the local police has seriously affected the travel itinerary and experience.

According to the forecast of National Information Center, by 2020, the transaction scale of China * * * accommodation market is expected to reach 50 billion yuan, the number of * * * accommodation houses will exceed 6 million sets, and the number of tenants will exceed 6,543.8 billion. Liu Junhai, a professor at the Law School of Renmin University of China, believes that special attention should be paid to risks in public safety, fire protection and privacy information security.

Expert: The responsibility of "compacting" the network platform is the key to solving the governance problem.

Experts said that the current governance difficulties in related fields focus on regulatory basis, audit standards and platform responsibilities.

The basis of industry supervision is insufficient and the intensity is not enough. Xue Jun, director of Peking University E-commerce Law Research Center, believes that adjusting the scope and intensity of the online short rent industry mainly depends on the E-commerce law. For example, there is a lack of unified and authoritative norms formulated by the housing construction department for compliance supervision of housing categories on the platform. The fire department also lacks the basis for strict supervision and audit of network short rent.

According to the Regulations on the Administration of Public Security of Rental Houses in Hebei Province, those who rent online rental houses to people without valid identity documents are only fined from 200 yuan to 500 yuan, which is obviously not enough.

The platform audit is not strict, and some landlords condone or engage in illegal activities for profit. In Tianjin, Chengdu and other places, landlords told reporters that when they check in, they can register on the online platform as long as they send an ID number. Regarding the verification responsibility, some landlords said that "it is impossible for someone to check". In Beijing, a landlord said that the online short rent industry mostly sublets for the sake of "taking quantity" to earn more money, and there are a lot of illegal divisions and reconstructions. Many photos uploaded to the platform are fake.

Qiu, an expert from the Expert Committee of China Consumers Association, believes that the responsibility of "compacting" the short rent platform is the key to improving the governance effect. He suggested that the efficiency of building rules and regulations should be improved, and the normative gaps in fire safety, building structure safety, personal safety and privacy information safety of various online short rent houses such as B&Bs should be filled, and a mechanism with clear powers and responsibilities and coordinated supervision should be established for regulatory agencies such as public security departments and tourism departments. Clarify the responsibilities of platform operators, supervisors and platform merchants, especially strengthen the audit and inspection responsibilities that platform operators should undertake. In addition, the platform should effectively upgrade the functions such as face recognition password lock and NFC unlocking of ID card by increasing investment in technological transformation and providing subsidies for technological upgrading, so as to ensure the security of platform housing.
