Detailed rules for the implementation of the measures for the administration of public security in Tianjin hotel industry

Article 1 In order to strengthen the public security management of the hotel industry in this Municipality, these Detailed Rules are formulated in accordance with the Measures for the Administration of Public Security in the Hotel Industry approved by the State Council and issued by the Ministry of Public Security [87] No.36, combined with the actual situation of this Municipality. Article 2 All hotels, restaurants, hotels, guest houses, guest houses, chariots and horses shops, bathing places, warehouses, etc. Hotels operating within the administrative area of this Municipality (hereinafter referred to as hotels) shall abide by these rules. Article 3 The Municipal Public Security Bureau is the competent authority for public security management of the hotel industry in the whole city. The public security bureau (county) shall be responsible for the public security management of the hotel industry within its jurisdiction according to the provisions of these rules and perform the following duties:

(a) to conduct a safety audit of the opening of the hotel;

(two) to guide and supervise the hotel to establish and implement various safety systems and preventive measures;

(3) Organizing safety knowledge training for hotel employees;

(four) to protect the legitimate rights and interests of hotels and passengers according to law, and investigate and deal with illegal and criminal acts in hotels.

When performing official duties in the hotel, public security personnel should take the initiative to produce relevant certificates and manage them according to law. Article 4 An application for opening a hotel shall be examined and approved by the competent department and examined by the local public security bureau (county). Meet the safety conditions, approved by the Municipal Public Security Bureau, issued to the hotel industry security license.

The establishment of hotels for foreigners, overseas Chinese and compatriots from Hong Kong, Macao and Taiwan shall be subject to the examination and approval of the Municipal Tourism Bureau and the Safety and Security Facilities Review Management Office of the foreign-related construction project of the Municipal Construction Committee.

In case of closure, merger, relocation, lease, change of name, change of legal representative, etc. , approved the opening of the hotel, should be in the administrative department for Industry and commerce for change registration within three days, to the local public security bureau (county) for change procedures.

It is strictly forbidden to operate without a license. Article 5 A hotel operator shall meet the following safety conditions:

(1) Employees in this Municipality shall have permanent residence in this Municipality. Foreign employees must hold legal certificates or certificates that can prove their identity.

(2) The building structure, fire fighting equipment, entrances and exits and passages of the hotel must comply with the relevant provisions of the state and this Municipality, and be equipped with anti-theft, emergency lighting and other necessary safety facilities.

(3) Set up storerooms and safes for storing passengers' articles. The service desk should be located in a location convenient for safety management.

(four) hotels and residents, enterprises and institutions in the same building, should have independent portals and channels. If the hotel is adjacent to other buildings, doors and windows should be provided with isolation facilities.

(five) the use of civil air defense projects to open a hotel, in addition to the above conditions, but also should have more than two entrances and exits. The room farthest from the entrance and exit is no more than 60 meters, with good ventilation. Article 6 To operate hotels, we must abide by the laws and regulations of the state, establish and improve the safety management system, and observe the following provisions:

(a) the hotel must check the identity documents of the passengers one by one, and fill in the hotel accommodation registration form (book) uniformly stipulated by the public security organs one by one. The registration form (book) shall be kept for three years.

Foreigners, overseas Chinese and compatriots from Hong Kong, Macao and Taiwan shall stay in hotels in accordance with relevant regulations. When a meeting is held in a hotel, the organizer of the meeting is responsible for handling the collective registration procedures, and the hotel should report to the local public security organ in time before the meeting is held.

(two) to urge passengers to put their valuables in the safe and other items in the storage room. The hotel should designate a special person to keep it, and establish a system of registration, access and handover. The property left by passengers should be registered and the owner should be informed. If it is unclaimed after three months, it will be sent to the local police station for handling according to the items found. Contraband and suspicious items shall be immediately delivered or reported to the public security organs, and shall not be hidden or disseminated.

(three) the hotel should set up a guard on duty day and night. Accommodation passengers come in and out with their accommodation cards, and visitors must register.

(four) the hotel should have a responsible person on duty at ordinary times; Guest room keys, except for passengers' personal use, should be kept in a centralized way, and the room should be opened with the proof of accommodation or receipt; Service personnel should often patrol the passages and guest rooms, and strictly implement the handover system.

(5) There shall be no extra beds and sundries in the passage; Extra beds in other places shall comply with relevant safety regulations.

(six) the establishment of hotels in public places of entertainment such as dance halls, bars, gymnasiums, swimming pools, music cafes, etc. shall comply with the relevant provisions of the state and this Municipality.

(seven) to hold entertainment, exhibitions, exhibitions and other activities in the hotel, the hotel should report to the local public security bureau (county) in accordance with the relevant provisions, and take corresponding safety measures.

(eight) units or individuals that rent rooms should also be handled in accordance with these rules.

(nine) it is not allowed to use fraudulent means to force passengers to stay. Seventh passenger accommodation, in addition to observing national laws and regulations, should also comply with the following provisions:

(a) when registering, show your identity documents and register according to the regulations.

(2) Take good care of hotel property and abide by the hotel accommodation system. Don't cook food in a room without kitchen facilities, and don't add electrical equipment in the room without authorization. Do not drink, make trouble, fight or talk loudly in the hotel, and use audio equipment shall not affect others' rest.

(three) are not allowed to stay in others or transfer, change rooms and beds.

(four) valuables should be stored in time.

(5) Guns, ammunition or other weapons carried by soldiers, policemen and judicial personnel shall be kept by local police stations or military departments.

(6) It is forbidden to bring inflammable, explosive, toxic or radioactive dangerous goods into the hotel.

(7) It is strictly forbidden to engage in prostitution, whoring, drug abuse, drug trafficking, gambling, spreading obscene articles, using feudal superstitious activities to defraud money and engaging in illegal and criminal activities endangering national security in hotels.

(eight) to assist the hotel to maintain public order and assist the public security personnel to perform their official duties according to law.
