Measures of Anhui Province for the Administration of Travel Expenses of Provincial Organs
Chapter I General Provisions
Article 1 In order to strengthen and standardize the management of domestic travel expenses of provincial organs, and promote strict economy against waste, these Measures are formulated in accordance with the Regulations of the Party and Government Organs on Strict Economy against Waste and with reference to the Measures for the Administration of Travel Expenses of Central and State Organs of the Ministry of Finance.
Article 2 These Measures shall apply to provincial party and government organs, people's congress organs, CPPCC organs, judicial organs, procuratorial organs, democratic party organs, people's organizations and institutions managed by reference to the Civil Service Law (hereinafter referred to as provincial organs).
Provincial authorities do not include vertical management units below the provincial level.
Article 3 The term "travel expenses" as mentioned in these Measures refers to the inter-city transportation expenses, accommodation expenses, food subsidies and local transportation expenses incurred by the staff of provincial organs on temporary business trips outside their permanent residence.
The travel expenses referred to in these Measures do not include inter-city transportation expenses, accommodation expenses, food subsidies and local transportation expenses incurred by provincial authorities for auditing, reexamination, handling cases, patrolling, visiting relatives, seeing a doctor, changing jobs, transferring jobs, attachment training, supporting work and internship.
Article 4 Provincial authorities shall establish and improve the examination and approval system for business trips, strictly manage the travel expenses budget and control the scale of travel expenses. Business trips must be reported to the leaders of this organ for approval according to regulations, and the number and days of business trips must be strictly controlled. It is strictly forbidden to travel without substantive content and clear official purpose, to travel in disguised form in any name or way, and to study, exchange and inspect in different places between departments without substantive content.
Chapter II Intercity Transportation Costs
Article 5 Inter-city transportation expenses refer to the expenses incurred by the staff of provincial organs who temporarily go to areas outside the permanent residence on business to take trains, ships, planes and other means of transportation.
Article 6 Business travelers shall take the means of transport according to the prescribed level. The traffic level of business travelers is shown in the following table:

Article 7 When there are various means of transportation to choose from in a business trip destination, business travelers should choose relatively economical and convenient means of transportation without affecting their official duties and ensuring safety.

Article 9 Civil aviation development funds and fuel surcharges can be reimbursed by air.

Chapter III Accommodation Fees
Article 11 Accommodation refers to the rental expenses incurred by staff in hotels (including hotels and guest houses). ) during a temporary business trip.

Thirteenth business travelers should choose safe, economical and convenient hotel accommodation within the standard limit of accommodation fees for business destinations corresponding to their work levels.
Chapter IV Grain Subsidies
Fourteenth food subsidies refer to the food subsidies given by the staff of provincial organs during their temporary business trips.
Fifteenth food subsidies are calculated according to the natural (calendar) days of business trip, and they are used once according to the standard of business trip destination.
Article 16 The food allowance for staff of provincial organs on business trips shall be implemented in accordance with the regional allowance standards formulated by the Ministry of Finance. See the attached table for specific standards.
Article 17 Business travelers shall dine by themselves. Where meals are arranged uniformly by the reception unit, food subsidies shall be paid to the reception unit.
Chapter V Local Transportation Expenses
Article 18 Local transportation expenses refer to the local transportation expenses incurred by the staff of provincial organs during their temporary business trips.
Nineteenth staff of provincial organs on business trips, the city transportation fee is calculated according to the natural (calendar) days of business trips, and each person uses 80 yuan every day.
Twentieth business travelers provided by the reception unit or other units of transportation, should pay the relevant fees to the reception unit or other units.
Twenty-first business personnel on a temporary business trip by the unit to send a car, the unit will not subsidize the city transportation costs.
Chapter VI Reimbursement Management
Twenty-second business travelers shall spend their travel expenses in strict accordance with the regulations, and the expenses shall be borne by their units and shall not be passed on to subordinate units, enterprises or other units.
Twenty-third inter-city transportation costs are reimbursed according to the level of transportation, booking fees, approved signing and refund fees, and traffic accident insurance premiums. On the day of business trip, airport bus and subway expenses will be reimbursed.
Accommodation expenses shall be reimbursed by invoice within the standard limit.
The food allowance shall be reimbursed according to the standard of the business trip destination, and the food allowance during the transit period shall be reimbursed according to the standard of the last arrival destination on the same day.
The transportation expenses in the city shall be reimbursed according to the prescribed standards.
Twenty-fourth business travelers should go through the reimbursement procedures in time after the business trip. When reimbursing travel expenses, you should provide travel approval forms, air tickets, boat tickets, accommodation invoice and other documents.
Accommodation, airfare, etc. It shall be settled by official card as required.
Article 25 The financial department of the provincial organ shall examine the travel expenses in strict accordance with the provisions, and shall not reimburse the expenses that have not been approved or are beyond the scope and standards. Food subsidies and local transportation expenses for lump-sum use shall be issued by punching in.
If there is no actual accommodation in accommodation invoice, the accommodation fee, inter-city transportation fee, food subsidy and local transportation fee will not be reimbursed.
On the day of business trip, inter-city transportation expenses, food subsidies and local transportation expenses shall be reimbursed according to the standards stipulated in these Measures, and inter-city transportation expenses and local transportation expenses shall not be reimbursed for self-owned vehicles.
Chapter VII Supervision and Accountability
Twenty-sixth provincial authorities should strengthen the internal control management of the travel activities and expenses reimbursement of their own staff, be responsible for the travel approval system, travel budget and scale control of their own units, and relevant leaders and financial personnel should review and check the travel reimbursement. Those who travel without approval, fail to pay fees and reimburse travel expenses according to regulations will be dealt with severely.
A budget unit should strengthen the supervision and inspection of its subordinate budget units.
Twenty-seventh Provincial Commission for Discipline Inspection (Provincial Supervision Department), the Provincial Department of Finance and the Provincial Audit Office carry out special supervision and inspection of travel expenses from time to time.
Twenty-eighth in violation of the provisions of any of the following acts, the relevant units and personnel shall be investigated for responsibility according to law:
(a) the unit has no business trip approval system or the business trip approval is not strict;
(two) false impersonator travel expenses;
(3) expanding the scope of travel expenses and raising the standard of expenses without authorization;
(four) not according to the provisions of reimbursement of travel expenses;
(5) Transferring travel expenses;
(six) other acts in violation of these measures.
One of the acts listed in the preceding paragraph shall be ordered by the Provincial Department of Finance in conjunction with relevant departments to make corrections and recover illegal funds, and shall be notified as appropriate. The directly responsible person and the relevant responsible person shall be given administrative sanctions according to the regulations. Those suspected of violating the law shall be handed over to judicial organs for handling.
Chapter VIII Supplementary Provisions
Twenty-ninth provincial organs on business abroad (border) transportation, accommodation, food subsidies and local transportation expenses, according to the provisions of these measures. Accommodation and transportation expenses for going abroad on business shall be implemented in accordance with the Measures for the Administration of Funds for Going Abroad on Business by Party and Government Organs at the Provincial Level in Anhui Province.
If employees go out to attend meetings and training, the organizers will arrange accommodation in a unified way, and the accommodation and local transportation expenses during the meetings and training will be paid by the organizers in accordance with the regulations; Travel expenses to and from meetings and training places shall be reimbursed by the unit to which they belong in accordance with the relevant provisions of these Measures.
Thirtieth provincial organs due to audit, review, handling, patrol, visiting relatives, jobs, job transfer, on-the-job training, support work, internship and other inter-city transportation, accommodation, food subsidies and local transportation. , by the relevant competent departments of the province in conjunction with the Provincial Department of Finance shall be formulated separately with reference to these measures.
Vertical management units shall formulate measures for the management of travel expenses in this system according to these measures.
Thirty-first institutions that do not refer to the civil service law shall refer to these measures.
