Tobacco monopoly license is divided into:

(3) Tobacco monopoly retail license.

Article 9 of the Regulations for the Implementation of People's Republic of China (PRC) Tobacco Monopoly Law shall meet the following conditions to obtain a tobacco monopoly retail license:

(1) Having funds suitable for the retail business of tobacco products;

(2) Having a fixed business place;

(3) Conforming to the requirements for the rational distribution of retail outlets of tobacco products;

(four) other conditions stipulated by the administrative department of tobacco monopoly in the State Council.

Article 10 The department of tobacco monopoly administration shall, in accordance with the provisions of the Tobacco Monopoly Law and these Regulations, issue and manage tobacco monopoly licenses and tobacco monopoly products transportation licenses.
