Zhang Xinbao of the Ministry of Land and Resources: Local governments are still responsible for land violations

Zhang Xinbao, director of the Law Enforcement Supervision Bureau of the Ministry of Land and Resources, said yesterday that an analysis of the number of cases investigated and dealt with nationwide in 2007 shows that local governments still take the lead when it comes to land violations. He also revealed that regarding the issue of small-property housing, the Ministry of Land and Resources has recently submitted a report to the State Council after passing a clean-up investigation, and the next work plan is awaiting approval.

According to reports, through high-density and high-intensity land law enforcement actions in recent years, the land use situation has improved, but the current land law enforcement situation is still severe. How to curb the high incidence of land violations led by local governments? Zhang Xinbao said that to solve the above problems, we need to focus on two aspects. One is to mobilize the enthusiasm of local governments and form a situation where local governments take the initiative to manage according to the law. On the other hand, we must implement the accountability system, that is, cooperate with disciplinary inspection and supervision departments to implement the land accountability system.

In order to further consolidate the results of the National Land Law Enforcement Hundred Days Action and promote the national land law enforcement supervision work, the Ministry of Land and Resources also publicly notified the public yesterday of 10 typical land violation cases investigated and dealt with by local governments. The relevant person in charge of the Ministry of Land and Resources said that the serious investigation and handling of these land violations cases in accordance with the law demonstrates the determination and confidence of governments at all levels and land and resources management departments to strictly enforce the law and adhere to the red line of 1.8 billion acres of cultivated land. In the future, the Ministry of Land and Resources will work with relevant departments to further increase the disclosure of land law enforcement investigations and public notifications of land law enforcement situations and typical cases of violations of laws and regulations in various places to the public from time to time.
