Does stealing an ID card constitute a crime?

Legal analysis: Stealing other people's identity documents is not an infringement of privacy, but a punishment for other fraudulent use of identity cards, and will be convicted and punished according to specific cases. Whoever fraudulently uses another person's identity card or uses a fraudulent identity card shall be fined between 200 yuan and 1,000 yuan by the public security organ, or detained for less than 10 days. If there are illegal gains, the illegal gains shall be confiscated.

Seventeenth one of the following acts, by the public security organs fined two hundred yuan to one thousand yuan, or detained for ten days.
