It is composed of 8 natural villages (10 villagers' groups) such as Xinshi, Xincheng, Tan Yong, Rucui, Dazhi, Wuzhai, Kezhai and Paitian. The new market is one of the four major farmers' markets in Lingshan Town, and the market economy is very prosperous. It is a gathering place for the masses and agricultural products of the surrounding village committees and a political, economic and cultural center. The villagers' main income depends on planting rice, going out to work (mainly making handicrafts) and running individual businesses.

Xinguan Village Committee is located in the north of Lingshan Town, about 10 km away from Lingshan Town Government, bordering Qiongzhou Strait in the east, Dachang Village Committee and Aiqun Village Committee in the south, Dongtou Village Committee in the west and Zhong Kai Village Committee in the north.
