Chapter 1 General Provisions Article 1 In order to strengthen the management of industry associations, ensure that industry associations carry out activities in accordance with the law, and promote the development of industry associations, these Measures are formulated in accordance with the "Regulations on the Registration and Management of Social Groups" and relevant regulations.

Relevant regulations: Article 2: Industry associations as mentioned in these Measures refer to non-profit social groups that are voluntarily formed by enterprises in the same industry and other economic organizations and implement industry services and self-regulatory management. Article 3 These Measures apply to the management of various industry associations (including chambers of commerce and trade associations) within the administrative region of Dalian City. Article 4 The relevant departments of the municipal and county (city) district people's governments are the business management departments of relevant industry associations at the same level; the municipal and county (city) district civil affairs departments are the industry association registration and management agencies of the people's governments at the same level. Article 5 Relevant departments of the Municipal People's Government and county (city) district people's governments should support the development of industry associations, transfer the functions that should be managed by industry associations to industry associations, and ensure that they carry out their work independently. Chapter 2 Registration, Change and Cancellation Article 6 Industry associations can be established in five ways: industry or product, business method, business link, and service function. Industry associations may set up branches in accordance with national regulations. Article 10 If an industry association changes its registration items or amends its articles of association, it shall go through the change registration or approval procedures with the registration management authority in accordance with regulations. Article 11 If an industry association has any of the following circumstances, it shall apply to the registration management authority for deregistration upon review and approval by the competent business department:

(1) Fulfilling the purpose stipulated in the articles of association of the industry association;

(3) Splitting or merging;

(4) Termination due to other reasons . Article 12 When an industry association is canceled or dissolved, a liquidation group shall be established to carry out liquidation. The remaining property after the liquidation is completed shall be handled in accordance with the articles of association. If there is no provision in the articles of association, it shall be used to develop undertakings related to the purpose of the industry association under the supervision of the registration management authority and the competent business department and in accordance with relevant national regulations.

Article 15 After the liquidation of an industry association is completed, deregistration shall be handled in accordance with relevant national regulations, and the registration and management authority shall make an announcement. Chapter 3 Members and Organizational Structures Article 16 Enterprises in the same industry or with the same products, business methods, business links, and service functions, as well as universities and research institutes related to the industry association, shall recognize the articles of association and pay membership dues. Those that cross industries or have two or more products, business methods, business links, and service functions can join the corresponding industry associations respectively.

The rights and obligations of members are stipulated in the articles of association. Article 17 Anyone under any of the following circumstances shall not become a member of an industry association:

(3) Individual industrial and commercial persons have no capacity for civil conduct or have limited capacity for civil conduct. Article 18: Industry associations implement a membership system, and members form a general assembly. If there are many members, the members can elect representatives to form a member congress.
