Why do British hotel clocks use Hong Kong time instead of Beijing time?

Both Hong Kong and Beijing are in the East Eighth District, so Hong Kong time is the same as Beijing time, and there is no time difference. Hong Kong time is called Hong Kong Standard Time (HKT).

Hong Kong Time (HKT) is the time standard adopted in Hong Kong and managed by the Hong Kong Observatory. Hongkong time is 8 hours faster than Coordinated Universal Time (UTC) in the whole year, which is consistent with Central Plains Standard Time (CST) in countries and regions located in UTC+8 time zone (including Chinese mainland and Taiwan Province Province). Hong Kong uses Greenwich Mean Time 1904 and Coordinated Universal Time 1972.

Beijing time is the standard time for China to adopt Beijing Dongba time zone. Beijing time is not Beijing time (1 16.4), but local time 120. Because Beijing is located in the East Eighth District, which divides the international time zone, it is 8 hours different from Greenwich Mean Time (Universal Time) (that is, Beijing time = Universal Time +8 hours), and the China time service station which spans five time zones (that is, East Fifth District, East Sixth District, East Seventh District, East Eighth District and East Ninth District) must be built in the center, so it is impossible to broadcast "Beijing Time" with long and short waves.
