Shanwei Port became a commercial port as early as the early Song Dynasty. It used to be a place where ships gathered, and it was called "Little Hong Kong" in the 1920s. Shanwei has beautiful mountains and beautiful scenery, and the nature is ingenious. The ancestors created splendid civilization and formed a variety of "gods, seas, sands and rocks", with unique "lakes, islands, bays and headlands" and different "peaks, springs, rocks and caves", reflecting history. There are 10 ports in the city, of which Shanwei and Jiazi Port are national foreign trade ports and national first-class fishing ports, and Jieshi and Magong Port are national second-class fishing ports. The seawater and freshwater aquaculture industry in Shanwei City has developed rapidly and its development level has been greatly improved. The base-based, large-scale and intensive production of aquaculture has begun to take shape, the economic entities have developed rapidly, and the business scope has been continuously expanded, forming 20 marine aquaculture bases and 0/8 freshwater aquaculture bases with an area of 23,000 hectares.

The power and tonnage of fishing boats are increasing year by year, the fishing technology is constantly improving, and the fishing capacity is constantly improving.

In addition, the logistics facilities of fishing ports are constantly improved, and the functions of fishing ports are further improved, which provides a strong guarantee for the development of fishery production; Major breakthroughs have also been made in comprehensive marine management, and it has gradually embarked on the track of legalization.

The agricultural economy has achieved fruitful results.

Before 1980s, Shanwei was dominated by agriculture, but the level of agricultural productivity was low. After the Third Plenary Session of the Eleventh Central Committee of the Communist Party of China, agriculture has achieved sustained, stable and coordinated development. Especially since 1988, Shanwei city has accelerated the industrialization and modernization of agriculture, and built high-quality rice, high-quality tea, high-quality fruit, "two fish" (turtle and abalone) and livestock according to the goal of "increasing agricultural production, increasing farmers' income and developing rural economy". Compared with 1987, the total agricultural output value of 1988 increased by 183.3%, with an average annual growth rate of 9.9%.

The foreign economy has developed rapidly.

Since the establishment of Shanwei City, the municipal party committee and municipal government have closely focused on the foreign economic development strategy of "opening wide to promote great development, and promoting great development", and implemented "attracting investment with profits, preferential investment, business investment and service investment", giving full play to their advantages, seizing opportunities and expanding opening up, and achieved remarkable results. By 1998, the city * * signed an agreement on the utilization of foreign capital. The total export volume of foreign trade is1400 million USD, which is 18 times of the sum of all previous years. The city approved the establishment of 1490 foreign-funded enterprises and 38 foreign trade enterprises. /kloc-more than 0/30 export production bases have been consolidated and developed; The industries using foreign capital have expanded from processing industry to "three high" agriculture, high-tech industry and tertiary industry. At the same time, the foreign trade export market has expanded from Hong Kong and Macao to more than 30 countries and regions on five continents.

Through the development of foreign trade, the city's foreign exchanges and cooperation have been strengthened, the visibility of Shanwei has been improved, and the development of various undertakings in our city has been promoted.

The individual economy is booming.

Since the reform and opening up, Shanwei's individual and private economy has developed rapidly. Especially after the establishment of 1988, the municipal party committee and municipal government attached great importance to the development of individual and private economy, made relevant decisions to accelerate the development of individual and private economy, and strengthened organization, guidance and support. Governments at all levels and relevant departments have continuously optimized the policy environment, relaxed restrictions and provided quality services from the aspects of opening up the service system, simplifying registration procedures and optimizing the business environment, which has greatly promoted the rapid development of the individual and private economy in the city. At present, the individual and private economy plays an important role in Shanwei's national economy and has become an important force and a new economic growth point in Shanwei's national economic development.

The individual and private enterprises in Shanwei have gradually expanded from the initial commercial catering industry, handicraft industry and resource-based processing industry to the fields of deep processing of products, machinery manufacturing, transportation, construction, real estate and "three highs" agriculture, and also extended to the fields of science and technology, culture, education, health, sports, advertising, information and so on, and their scale is expanding day by day in the competition. By the end of 1998, there were 30,500 individual industrial and commercial households with registered capital of 364 million yuan, private enterprises 1580 households with registered capital of 1006 million yuan, of which 2 private enterprises with registered capital of over one million yuan1household. In the whole year, the GDP of individual and private economy reached 4.985 billion yuan, accounting for 42.2 1% of the city's GDP, and tax payment accounted for 26. 1% of the total tax revenue. Economic aggregate has become an important part of Shanwei's national economy and played an important role in economic construction.

A number of large-scale individual and private enterprises in Shanwei are based on marine and mountain resources, especially developing the characteristic economy of "two fish" farming. Since the establishment of the city 10, the city has invested 450 million yuan to develop abalone culture water body10.7 million m3, and invested 430 million yuan to cultivate soft-shelled turtles, with a culture area of 293.3 hectares. In the production of "two fish", more than 80% belong to individual and private ingredients. In addition, the production capacity and benefits of individual and private enterprises such as seafood processing and mountain farming are very considerable. For example, at present, the equipment production capacity of seaweed industry Co., Ltd. can reach 654.38 billion yuan, which is the best in the same industry in China. Wancong Industrial Co., Ltd., which mainly builds fishing boats, invested 20 million yuan in the first phase and can build more than 500 tons of fishing boats, becoming the largest private machinery manufacturing enterprise in Shanwei City.

Many individual and private enterprises pay more and more attention to relying on scientific and technological progress to improve their level and efficiency, gradually change from rough processing of resources to scientific and technological and export-oriented, and March into foreign markets and provinces. A considerable number of individual and private enterprises actively introduce advanced equipment by increasing capital investment, but they cannot adopt advanced technology to make their products reach the domestic and international level. For example, Lufeng Jiazi seafood quick-freezing factory was originally just an extensive seafood processing workshop. In recent years, enterprises have increased investment, introduced advanced equipment from the United States and Japan, adopted advanced technologies such as "high pressure, vacuum and rapid sterilization", and hired experts as consultants, so that the quality of products has reached international standards and products are exported to foreign markets. In recent five years, the average annual output value is more than 654.38 billion yuan, the annual tax payment is nearly 5 million yuan, and the annual foreign exchange earned is 654.38+02.57 million yuan. The sports shoes of Tongsheng Shoes Factory were designated as special shoes for China athletes in the 24th Olympic Games, and mobile suit was designated as the "only designated clothing" for the China press group in the 26th Olympic Games. Vantage Mountain mineral water became the only designated mineral water drink in the first World Women's Football Competition, and the nickel alloy glass boat produced by Shanwei Ocean Lu Industrial Co., Ltd. obtained the FIA OP-class sailing technical certification. 1996 survey shows that the scientific and technological personnel of individual and private enterprises in Shanwei account for 24.7% of their employees, and the contribution rate of science and technology to industrial growth reaches 4 1.2%. 1June, 1998, among the individual and private enterprises in the city, 6 have been recognized as science and technology enterprises by the science and technology department.

The development of individual and private economy in Shanwei has broadened the fiscal revenue for the state and local governments. 1998, the city's individual and private enterprises paid 89.768 million yuan to the state, accounting for 266.5438+0% of the city's total tax revenue, of which 10 households paid more than 10,000 yuan a year. The vast number of individual and private owners do not forget the country and the people when they get rich, and enthusiastically support social welfare undertakings. According to incomplete statistics, from 1988- 1998, individual and private enterprises in Shanwei donated tens of millions of yuan to social welfare undertakings, providing 67,300 jobs for the society, of which 1996- 1998 provided over 10,000 jobs for unemployed laid-off workers, greatly reducing the social employment pressure.
