The Guiding Opinions put forward that the classified examination of art majors should be promoted and the enrollment of art majors in colleges and universities should be evaluated by means of "cultural quality+professional ability". Cultural quality should be based on the results of the college entrance examination, and professional ability should be based on the results of the art professional ability examination. It is necessary to optimize the professional layout of art disciplines, and reduce or stop enrolling students for majors with insufficient social demand and low training quality. Promote the classified examination of art majors, and basically realize the full coverage of the provincial-level unified examination of art majors by 2024. In principle, the enrollment of art majors in colleges and universities should put forward clear requirements for the results of the provincial unified examination. Starting from 20021,we will promote the establishment of an information database for appraisers of art majors, gradually realize the co-construction and sharing between provinces (autonomous regions and municipalities) and universities, and expand the selection scope of appraisers. Explore and gradually establish a declaration system for the special relationship between examiners and candidates in art professional examinations. Examiners and candidates who have been instructed, guided or have relatives and other interests within the specified time shall declare as required and strictly implement the avoidance system. Children or other relatives of leading cadres in colleges and universities who apply for the school must declare to the school and publicize it in the school, and relevant leading cadres should avoid it all the time. Strictly implement the "blacklist" system for illegal examiners. Examiners who conceal, cheat or violate the rules and regulations will be severely dealt with according to the relevant regulations, and will be included in the "blacklist" and will not be allowed to participate in the college entrance examination for life. Since 2024, on the basis of the results of the college entrance examination and the comprehensive quality evaluation of candidates, the art majors such as art history, drama, film and television literature have been selected in colleges and universities. Art majors who take the results of the provincial unified examination as their professional examination results will be admitted to parallel volunteer on the basis that the results of the college entrance examination and the provincial unified examination for culture courses have reached the minimum control score of the admission of art majors in their provinces (autonomous regions and municipalities), and based on the comprehensive scores of the results of the college entrance examination and the provincial unified examination for culture courses, the proportion of the results of the college entrance examination for culture courses in the college entrance examination shall not be less than 50% in principle.
