Chapter I General Provisions

Article 2 Secret-related units and personnel shall abide by these Provisions when using mobile phones.

Article 3 It is strictly forbidden to use mobile phones to send, receive and store state secrets including voice, words and images.

Chapter II Confidentiality Management Measures

Article 4 Secret-related units shall strictly control the use of mobile phones by secret-related personnel.

Article 5 When holding confidential meetings or activities, organizers shall use mobile phones.

Strict management, take the following safety measures;

(1) The specific requirements for mobile phone management should be put forward in the meeting notice;

(2) Designate a special person to supervise and manage the mobile phone;

(3) Giving clear hints on the use and management of mobile phones at the entrance of the venue;

(four) take effective measures to restrict the entry of mobile phones, and if it is really necessary to bring them into the country for special reasons, it shall be approved by the organizer and the battery of the mobile phone shall be taken out.

Article 6 It is forbidden to use mobile phones when entering confidential departments and parts.

Seventh other important confidential places with special requirements are strictly prohibited to carry mobile phones.

Article 8 The leaders of secret-related units and the staff of key departments and parts of confidentiality shall not use mobile phones donated by overseas organizations or personnel.

Ninth belongs to one of the following places, must use mobile phone information jamming equipment.

(a) all kinds of confidential meeting places;

(2) Copying all kinds of examination papers belonging to state secrets;

(three) all kinds of questions belonging to state secrets;

Chapter III Responsibilities of Confidentiality Management

Article 10 The confidentiality management responsibilities of secret-related units:

(a) the organization of publicity and education of mobile phone security knowledge;

(two) clear leadership, institutions and management personnel responsible for mobile phone security management;

(three) to establish and improve the rules and regulations on the security management of the use of mobile phones; (four) the configuration of mobile phone information interference equipment that meets the technical standards of confidentiality; (five) responsible for the supervision and management of the use of mobile phones by secret-related personnel; (six) timely report the leakage of mobile phones, actively take remedial measures and organize investigations. Article 11 The safety management responsibilities of the security department are: (1) organizing publicity and education on mobile phone safety knowledge; (two) to supervise and inspect the use and management of mobile phones and interference equipment; (three) to assist the department of mainframe meetings and activities of mobile phone security management; (four) to organize the investigation and handling of mobile phone leaks according to law. Twelfth active personnel to prevent or stop the leakage of mobile phones, give notice of praise or reward. Thirteenth units that have made remarkable achievements in the safety management of mobile phones shall be commended or rewarded by the security department.

Chapter V Supplementary Provisions

Sixteenth the use of mobile phones approved by the relevant competent departments of the state to take security measures to send, receive and store state secret information, these provisions are not applicable.

Seventeenth these Provisions shall be interpreted by the Safety Committee of Dongying Ocean and Fisheries Bureau.

Eighteenth the provisions shall come into force as of the date of promulgation.

Provisions on the security management of third-generation mobile terminals

1. It is forbidden to use 3G mobile terminals to talk about, transmit, process and store confidential information.

Two, it is forbidden to bring 3G mobile terminals into the key confidential departments.

Three, prohibit the use of 3G mobile terminals in confidential meetings and activities. Important secret-related meetings and activity venues should adopt shielding or interference measures that meet the requirements of national confidentiality standards and can cover 3G frequency bands.

Four, it is forbidden to use 3G mobile terminals for recording, photography, video calling and broadband Internet access in confidential places.

Five, it is forbidden to use 3G mobile terminals as classified information equipment or to connect with classified information equipment and carriers such as classified computers.

6. The distance between classified information equipment and 3G mobile communication base station and signal forwarding device shall not be less than 20m.

Seven, strictly restrict the use of 3G mobile terminals in classified departments and posts.

Eight, confidential personnel should strictly control the use of 3G mobile terminals, 3G mobile terminals used for official activities must choose domestic brands and implement real-name management.

Nine, core security personnel and important security personnel shall not use 3G mobile phones.
