Provisions of Shenzhen Special Economic Zone on the Administration of Urban Construction Archives (Amendment 1994)

Chapter I General Provisions Article 1 In order to strengthen the work of urban construction archives in Shenzhen Special Economic Zone (hereinafter referred to as urban construction archives), these Provisions are formulated in accordance with the Archives Law of People's Republic of China (PRC), the relevant provisions of the Ministry of Construction and the National Archives Bureau, and in combination with the specific conditions of Shenzhen Special Economic Zone (hereinafter referred to as the Special Zone). Nijo Castle Construction Archives refers to various drawings, charts, written materials, models, samples, photos, films, videos, recordings and other technical documents and materials formed in urban planning, construction and management. It is the original true record of history, an important basis and information resource for urban construction and management. Article 3 Urban construction archives work is an important part of urban construction. All organs, troops, universities, organizations, enterprises and institutions that carry out urban construction and management in the Special Zone shall do a good job in urban construction archives in accordance with these Provisions. Article 4 The work of urban construction archives in the Special Zone shall follow the principles of unified leadership, unified system, unified standards and centralized and graded management. Chapter II Management Institutions and Duties Article 5 The Municipal Urban Construction Archives Management Office is a specialized agency of the municipal government to manage urban construction archives; City Urban Construction Archives is a scientific and technological institution that collects, keeps, provides and utilizes urban construction archives. The two departments are co-located, and they are under the leadership of the construction administrative department of the municipal government. Business is guided by the Municipal Archives Bureau. Its main responsibilities are:

(a) responsible for centralized and unified management and guidance of the city's urban construction archives work; Drafting and formulating normative documents, standards and norms for urban construction archives work; Conduct business training; Organize the city's inspection and appraisal; Coordinate the relationship between urban construction archives work and other work.

(two) to participate in the completion and acceptance of urban construction projects; Review and receive urban construction archives that need long-term permanent preservation.

(3) Scientific and systematic management of library archives; Actively provide services for urban planning, construction, management and scientific research.

(four) the use of audio-visual, film and other means to accumulate urban construction archives, and constantly enrich the collection. To carry out the compilation and research work, so that the municipal urban construction archives will become the storage, utilization, consultation and exchange center of urban construction information. Article 6 The construction units of all districts, bureaus, relevant professional companies and group (general) companies of the construction system shall establish urban construction archives respectively, and establish a file management network centered on the municipal urban construction archives and based on the archives of all units. Seventh urban construction archives should establish and improve the rules and regulations of urban construction archives management, equipped with warehouses and necessary equipment to ensure the normal development of the work. Its main responsibilities are:

(a) responsible for collecting the urban construction archives of the unit, and systematically sorting, cataloging and scientific sorting, so as to facilitate the search and provide services for the production, construction, management and scientific research of the unit.

(two) to inspect, supervise and guide the work of urban construction archives of subordinate units, and participate in the completion and acceptance of the construction project of this unit.

(three) according to the provisions of this regulation, the archives shall be handed over to the municipal urban construction archives on time. Accept the business guidance of the Municipal Urban Construction Archives Management Office. Actively participate in the organization and activities of urban construction archives system. Chapter III Scope of Management Article 8 The urban construction archives of Shenzhen Special Economic Zone shall be managed at two levels, with the municipal urban construction archives as the first-level management unit and the urban construction archives (or comprehensive archives) of each unit as the second-level management unit. Ninth city urban construction archives to receive and manage the following files:

(1) Archives of municipal and public works, including: roads, tunnels, bridges, railways, ports, docks, airports, flood control, culverts, telecommunications, fire fighting, power supply, water supply, drainage, gas supply, heat supply and various underground pipeline projects (including all directly buried communication lines of the army, public security, customs and border inspection) and culture, education, health and broadcasting.

(two) the key project files determined by this Municipality;

(three) the construction project files of institutions, enterprises, houses, comprehensive buildings and other units that meet one of the following conditions:

1, more than ten floors (including ten floors);

2, the investment of more than five million yuan (including five million yuan);

3, the construction area of more than ten thousand square meters (including ten thousand square meters).

(4) Archives of new and old buildings and structures with novel designs and distinctive features.

(five) the overall archives of residential areas and industrial areas (see these rules for the scope of filing) and the archives of single buildings of the same type.

(6) Planning documents, including:

1, master plan;

2. Zoning planning;

3. Detailed planning;

4. Professional planning;

5. Engineering planning;

6. Basic data on which the planning is based.

(7) Surveying and mapping archives, including:

1, control surveying and mapping results;

2. Topographic survey;

3. Photogrammetry and aerial photos;

4. Geological survey data.

(eight) land management files, including:

1, land use planning;

2, land allocation and land auction materials;

(nine) building and construction management files, including:

1, scheme approval;

2. Construction permit;

3. Bidding materials;

4, construction approval;

5, quality and safety inspection and appraisal materials;

6, the completion inspection and acceptance, quality evaluation summary materials;

7, the construction team registration materials;

8, high-quality model project evaluation materials;

9. Construction statistics.

(10) Property right file

(eleven) environmental protection archives, including:

1, urban environmental protection planning;

2, urban environmental pollution source investigation and monitoring statistics, environmental assessment materials;

3, environmental management engineering materials;

(twelve) residential management files, including:

1, residential maintenance and renovation completion files;

2, housing reform related documents and materials;

3, approved the sale of housing related materials;

(thirteen) urban management archives, including:

1, urban landscaping, historical sites archives;

2, urban environmental sanitation facilities distribution materials;

3. Obtaining honorary materials at or above the provincial level in urban management;

4, issued by the city planning, construction and management regulations.

The items specified in Items (1) to (4) of this article shall be submitted with complete completed files and system photos and video files according to the filing scope requirements. Units that have no conditions to shoot may entrust the Municipal Urban Construction Archives or relevant units to shoot.

The property archives specified in Item (10) of this article, due to frequent use, have a special warehouse, which is managed by the property management department, accepts the supervision, inspection and guidance of the Municipal Urban Construction Archives Management Office, and regularly submits relevant statistical reports to the Urban Construction Archives Management Office.
