Vaccination policy in COVID-19

China implements a free vaccination policy for COVID-19 vaccine.

The following four kinds of people cannot be vaccinated with COVID-19 vaccine:

1. Those who are allergic to any component in the vaccine, who have had severe allergic reactions to the vaccine in the past, such as acute allergic reaction, urticaria, skin eczema, dyspnea, angioneurotic edema or abdominal pain;

2. Those who have a history or family history of convulsion, epilepsy, encephalopathy or psychosis; Patients with uncontrolled epilepsy and other progressive neurological diseases have a history of Guillain-Barre syndrome;

3, has been diagnosed with congenital or acquired immunodeficiency, HIV infection, lymphoma, leukemia or other autoimmune diseases;

4. Known or suspected to have serious respiratory diseases, serious cardiovascular diseases and malignant tumors. Severe liver and kidney diseases, hypertension beyond drug control (systolic blood pressure ≥ 140mmHg diastolic blood pressure ≥90mmHg), and diabetic complications.

Article 44 An inoculation entity shall meet the following conditions:

(1) Obtaining the practice license of a medical institution;

(2) Having doctors, nurses or rural doctors who have received professional vaccination training organized by the competent health department of the people's government at the county level and passed the examination;

(3) Having cold storage facilities, equipment and cold storage systems that meet the management standards for vaccine storage and transportation.

The competent health department of the local people's government at or above the county level shall designate qualified medical institutions to undertake the immunization program vaccination work in the responsible area. Eligible medical institutions can undertake non-immune vaccination work, and shall report to the competent health department that issued the practice license of their medical institutions for the record.

Inoculation units should strengthen internal management, and carry out vaccination work should abide by vaccination work norms, immunization procedures, vaccine use guidelines and vaccination programs.

Disease prevention and control institutions at all levels should strengthen the technical guidance and vaccine use management of vaccination units. Article 46 Medical and health personnel shall truly, accurately and completely record vaccination information such as vaccine varieties, identity information of marketing license holders, minimum packaging unit, expiration date, vaccination time, medical and health personnel who carried out vaccination, and recipients. In accordance with the provisions of the health authorities in the State Council, ensure that vaccination information can be traced back and inquired. Vaccination records shall be kept for not less than five years after the vaccine expires.
