The 28th World Heritage Conference was held in Suzhou, China.

The 28th World Heritage Committee Meeting (referred to as the "Suzhou Meeting") was held in Suzhou from June 28 to July 7, 2004, lasting 10 days. This is the first time that the Chinese government has hosted the highest-level international conference of the UNESCO World Heritage Committee. The chairman of the conference is Zhang Xinsheng, Vice Minister of Education of China and Director of the National Commission of China for UNESCO.

The content of the meeting mainly includes: discussing and reviewing newly declared World Heritage projects from various countries around the world; the use of World Heritage funds and issues related to the protection and management of World Heritage. At this session, 34 heritage sites were newly added to the World Heritage List, 5 countries entered the list for the first time, and 6 expansion projects of existing heritage sites were included.
