Located in the desert on the east bank of Nalin River, about 35 kilometers southeast of Dalaihubu Town, Ejina Banner, Inner Mongolia Autonomous Region, Heicheng Site is the only known city named after the Tangut. The Tangut people call Blackwater "Ejina", and the Black Water City is Ejina City, while the Mongolian language is "Kalahaote" (meaning Black Water City). In the past, there used to be a considerable area of water here, and the famous ancient Juyan Sea alone had 726 square kilometers. Black Water City is in an oasis surrounded by water on three sides. 1February 226, Heishui City experienced a devastating bloody battle, and now the ground outside Heishui City is full of broken bones, half of which are buried in sand.

Black Water City, also called Harahaote in Mongolian, is located in the desert on the north bank of the dry Ejina River (Blackwater) 25 kilometers southeast of Dalaikubu Town, where the government of Ejina Banner in Alashan League is located, and is a part of Juyan culture.

Yan Jun Branch of Heishui Town is established here. Heishui Town is an important agriculture and animal husbandry base and frontier fortress in western Xixia. It is the main post road leading from Hexi Corridor to Lingbeixing Province in Yuan Dynasty, and it is also one of the headquarters of the 12th Army of Xixia, Fu Wei Office of Montenegro. 1286, Kublai Khan, Yuan Shizu, expanded the city and established the "General Manager's Office of Ikkinai Road". Black City is 470 meters long from east to west and 384 meters wide from north to south, with a total area of 180500 square meters. Although more than 700 years have passed, Black City is still magnificent. It is the best preserved ruins of the ancient city north of the "Ancient Silk Road", where a large number of cultural relics have been unearthed, among which Pan Han's pearl in the palm of his hand, painted double-headed Buddha and Yuan Dynasty banknotes in Xixia period are unparalleled in the world. In 200 1 year, it was listed as a national key cultural relics protection unit and included in the Juyan site protection area.

The reason why the Black Water City is called "Black Water" is because there was a black river flowing here before the Yuan Dynasty, forming an inland lake named Juyanhai. In the Han dynasty, after the Huns were driven away, they stationed troops in other places. Now Ejina has become a Juyan site and a black water city protection base, and a tourist attraction.
