First, the significance, guiding ideology and basic principles of strengthening the cultural construction of the people's courts

(a) fully understand the importance of strengthening the cultural construction of the people's courts. Practice has proved that advanced culture has unique functions and great charm, and can exert the functions of education, edification, guidance, standardization, cohesion and encouragement in a subtle way. The 17th National Congress of the Communist Party of China put forward that it is necessary to "adhere to the orientation of advanced socialist culture, raise a new upsurge of socialist cultural construction, stimulate the creative vitality of the whole nation's culture, and improve the country's cultural soft power." In order to implement the spirit of the 17th National Congress of the Communist Party of China, in recent years, people's courts have made many beneficial explorations in spiritual culture, institutional culture, behavioral culture and material culture, which has played a positive role in promoting the scientific development of people's courts. However, we should also see that there are still some problems in the cultural construction of people's courts, such as insufficient attention, unbalanced development, not prominent focus, not closely related to trial execution, and not forming a long-term mechanism. People's courts at all levels should, in accordance with the requirements of the central authorities, further strengthen the cultural construction of people's courts, take effective measures to solve existing problems, make full use of advanced cultural forces to strengthen values, lay a solid ideological foundation, stimulate the vitality of the team, publicize the work of the courts, and establish the image of the courts.

(two) the guiding ideology of the cultural construction of the people's courts. (3) Basic principles of cultural construction of people's courts. Adhere to people-oriented, respect the dominant position of police officers, guide people with scientific theory, edify people with advanced culture, inspire people with noble spirit, and promote the all-round development of police officers; Adhere to full participation, strengthen the sense of ownership of police officers, mobilize and organize the majority of police officers to actively play their talents and contribute to the cultural construction of the court; Adhere to the requirements of being close to trials, judges and grass roots, and implement cultural construction in all aspects of court work to achieve practical results; Insist on inheriting and innovating, pay attention to carrying forward the excellent traditional culture of the Chinese nation, learn from the advanced culture of other industries, absorb the beneficial achievements of foreign culture ruled by law, resolutely resist the negative influence of decadent culture, and constantly explore new contents and carriers of court culture construction with innovative ideas and methods.

Second, vigorously promote the core values of justice, honesty and serving the people.

The judicial core values of justice, honesty and serving the people are the concentrated expression of the socialist core value system in the judicial field, the essential connotation of the spiritual culture of the people's courts, and the essence and soul of the people's court culture. Strengthening the research, education and practice of judicial core values should be regarded as the primary task of the cultural construction of the people's courts, and we should pay close attention to it to ensure ideological integration and behavioral embodiment.

(1) Strengthen theoretical research. Under the guidance of Marxist world outlook and methodology, judicial core values should be brought into the research category of socialist core value system and judicial value system. It is necessary to deeply explore and explain the scientific connotation, great significance and practical requirements of judicial core values by holding seminars and other forms, so as to provide theoretical support for publicity, education and implementation.

Third, strengthen judicial professional cultivation and establish a good professional image.

Good judicial professionalism and professional image are the concrete embodiment of judicial core values and the main goal of people's court behavior culture construction. We should focus on the construction of judicial professional ethics and code of conduct, vigorously strengthen the construction of behavioral culture, and cultivate and establish a professional image of judicial justice, integrity, dedication, standardization and civilization.

(1) Strengthen the construction of professional ethics. We should focus on strengthening the construction of civilized windows such as filing cases, letters and visits, conscientiously implement various judicial measures to facilitate the people and the people, and strive to create a good atmosphere of respecting the people and facilitating the people. In accordance with the requirements of "strengthening the hospital through science and technology", we should rationally allocate office facilities, constantly improve the content of office science and technology, gradually improve office conditions, actively promote electronic office, and create a convenient, relaxed and harmonious working environment for the majority of police officers.

(seven) to strengthen the cultural atmosphere of the public area of the court. Five, strengthen the organization and leadership of the cultural construction of the people's court.
