There should be many ways to achieve this effect, and the "rendering"-"lighting effect" under PS filter can also be used.

Steps:

1. First, create a new file with a black background to get the "background" layer;

3. Go back to the background layer and perform "rendering"-"lighting effect" under the filter. The specific parameters are shown in the figure (of course, you can also try to adjust the parameters to achieve the lighting direction, brightness and range you need).
